Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The DOC seeks to recruit a Grant Writer/Research Analyst to provide support in the Office of the Commissioner. The Grant Writer/Research Analyst is vital to supporting the strategic operational functions of the Department and the Commissioner’s reform agenda. Under executive direction, with latitude for independent judgment and decision-making, the Grant Writer/Research Analyst will be responsible for but not limited to:

- Researching various grant and funding sources.
- Responding to requests for proposals (RFPs).
- Collecting data and developing background information for grant proposals.
- Coordinating internally and externally to write grant proposals to secure funding for various DOC
programs and initiatives.
- Coordinating grant requests for submission, including letters of interest, proposals, budgets, and
presentations.
- Meeting deadlines for proposals.
- Managing, monitoring, and tracking grant applications submitted and programs funded.
- Developing a diverse network of Departmental, city, and non-governmental resources.
- Prioritizing projects to align with the Departments overall objectives.
- Developing and maintaining strong partnerships with community-based organizations with the goal of
establishing relationships to further the broader goals of the Department and to support
the grant-based funding efforts of nonprofit partners who work to support DOCs population.
- Assuring to remain up to date with Departments programs, goals, and budget process.
- Managing grant timelines:
- Performing routine follow-up with stakeholders.
- Persuasively communicate in written and verbal forums.
- Working closely with staff throughout the Department to help develop and implement plans for
new grant-based initiatives.
- Researching and advising on best correctional practices.
- Evaluating the effectiveness of newly implemented initiatives.
- Researching and analyzing to support ongoing operational activities.
- Assisting with the operations of the Commissioner’s Office.
- Assisting with the development of departmental policies and procedures related to staff performance
management, organizational culture, reform agendas, inmate population management,
intelligence and information sharing, staff development, and special projects.
- Administering, coordinating, and planning of special programs, policies, and projects.
- Conferring with all levels of Departmental staff to secure information in connection with matters requiring
the Commissioner’s decision.
- Serving as liaison between the Department, the Administration, and other city agencies, stakeholders,
and community organizations.
- Performing confidential and complex analytical work to support ongoing business operations.
- Reviewing relevant operational data and performing related duties as assigned.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
