The Department of Homeless Services is comprised of 2,000 employees and with an annual operating budget of over $1 billion. DHS is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other Public Agencies and Not-For-Profit Partners, DHS works to prevent homelessness before it occurs, reduces street homelessness and assists New Yorkers to transition from shelter into appropriate permanent housing.
The goal of the Department of Homeless Services (DHS) Health Services Office is to improve the health and well-being of New Yorkers experiencing homelessness. The Health Service Office serves the Department of Social Services (DSS) and the Human Resources Association (HRA). The Health Service Office develops and implements public health and evidence-based health interventions and systems and conducts programmatic research and evaluation. The Health Service Office Institutional Referral Program reviews referrals from health care facilities to shelter to assess medical appropriateness, support diversion to appropriate levels of residential care, and develop safe discharge and community care plan.
The Department of Homeless Services (DHS) is recruiting for one (1) City Research Scientist IV-A to function as the Health Data Systems Director who will:
- Review and assess current Institutional Referral Program data collection forms and methods, case communication and case management systems, and reports, and collaborate with DHS/DSS IT and ITS to design, develop, test and launch a new electronic Institutional Referral system that integrates with CARES.
- Create user guides, instructions and training for DHS program staff and health care facilities. Provide training and technical assistance.
- Oversee methods to conduct data quality assurance to quality improvement initiatives.
- Develop methods to systematically match referral data with key administrative or program data and develop workflows to efficiently triage the case to the appropriate diversion, discharge planning or complex care team.
- Conduct analysis and develop reports on referrals from health care facilities to shelter, client demographic and clinical characteristics, discharge planning activities and outcomes.
- Use reports to monitor and conduct quality improvement, report and evaluate the program and advocate for the necessary resources to provide optimal discharge planning with health care facilities.
- Collaborate with programmatic staff to develop specific indicators that will be used by agency leadership to evaluate program performance, and to facilitate decision-making focused on improving service delivery.
- Direct staff supporting, monitoring, and managing mid/large-size projects. Identify resources necessary for efficient, effective project completion. Utilize appropriate project management methodologies.
- Conceptualize and provide methodological framework for research and project designs, direct staff in the performance of highly skilled professional work in areas of development of programs and services in accordance with research and data-based findings.
- Advise the Health Service Office Leadership concerning data, reports and programs submitted to agency leadership. Oversee the preparation of specific data, analysis and reports that support Agency Policies and Procedures and support the Commissioner’s goals.
Hours/Schedule: Monday – Friday 9:00am – 5:00pm.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
