THIS IS A SEASONAL/TEMPORARY POSITION FOR 5 YEARS
The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents.
NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.
Responsibilities:
The Inspector will ensure compliance with asbestos abatement regulations and safety standards. Duties will include, but are not limited to:
1. Ensure Regulatory Compliance:
- Ensure compliance with EPA, OSHA, NYS Department of Labor (DOL) Industrial Code Rule 56, and other applicable asbestos regulations.
- Monitor project status to ensure adherence to abatement work plans, schedules, and regulatory requirements.
2. Conduct Asbestos Inspections & Oversight:
- Perform field inspections of asbestos abatement activities in NYCHA housing properties.
- Identify and document asbestos-containing materials (ACM) and confirm proper abatement and disposal procedures.
- Issue Notices of Violation (NOVs) for non-compliance and recommend corrective actions.
3. Project Documentation & Reporting:
- Maintain detailed project files, reports, and compliance records per NYCHA and City, State, and Federal abatement guidelines.
- Assist in preparing abatement reports and reviewing contractor documentation, including abatement plans, worker certifications, and air monitoring reports.
4. Contract & Compliance Audits:
- Assist in quality assurance inspections at NYCHA public housing developments.
5. Coordination:
- Escalate compliance concerns and make recommendations for corrective actions.
- Conduct follow-up inspections to ensure compliance with abatement procedures.

INSPECTOR (HOUSING CONSTRUCTIO - 31690
1. Five years of full-time, paid experience as an architect, engineer, construction superintendent, mason, carpenter, plasterer, iron worker, and/or inspector of construction; or
2. Three years of experience as described in "1" above, plus two years of education in an accredited college or technical school in subjects directly related to "1" above, or education towards a baccalaureate in Engineering, Architecture, or Engineering Technology; or
3. Completion of a five year apprenticeship in housing construction inspection; or
4. Completion of three years of apprenticeship in housing construction inspection plus either two years of experience as described in "1" above or two years of education as described in "2" above; or
5. Education and/or experience which is equivalent to "1", "2", "3", or "4" above. Six months of experience will be credited for each year of apprenticeship in building trades, up to a maximum of two years of the general experience.
