SENIOR RESEARCH COORDINATOR

Job Description

The Department of Social Services Accountability Office (DSS-AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS) and Department of Homeless Services (DHS).

DSS-AO maintains the operation of the Office of Audit and Office of Quality Assurance (OAQA), Office of Compliance and Support (OCS), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM) and the Vendor Monitoring Office (VMO).

Within the Office of Compliance and Support, the Accountability Research & Response (ARR) unit conducts in-depth complex integrity studies and analyses, with the goal of documenting scientific standards of social service integrity based on the various facets of external integrity controls. ARR also designs, implements and evaluates pilot or demonstration programs initiated to improve the effectiveness and efficiency of integrity delivery techniques and is responsible for the design and the implementation of scientifically sound and unbiased integrity studies. These studies require the review of large internal and external data sets which include predictive modeling, geospatial analysis, risk regression models, scoring mechanisms, and highly quantitative research.

The Accountability Research & Response (ARR) unit is recruiting for (1) City Research Scientist III to function as Senior Research Coordinator who will:

- Work with the Director in the development of statistical and research methodology for integrity studies.

- Direct staff in the application of modelling techniques, simulation models, correlation, regression, inferential and descriptive statistics to perform highly quantitative and qualitative assessments, program analyses and social service integrity research projects.

- Provide direction to staff on the study and analyses of socioeconomics for local, regional and national economy, low wage labor markets, demographic trends and changes in family structure to assess the impact on service delivery as it relates to integrity controls.

- Provide technical guidance to subordinate staff in the utilization of statistical/research tools, cross-usage of large complicated internal and external data sets, relevant data sources, database construction, and sampling for areas of study.

- Complete complex projects assigned by the Director and work across departments or stakeholders. Implement pilot projects or demonstration programs initiated to improve the effectiveness and efficiency of integrity delivery techniques.

- Prepare reports on public policy analysis and comments on federal and state legislation for changes to public policy and its impact to agency integrity initiatives or policies.

- Meet with the Director to discuss policy analyses and/or research studies. Provide background research on compiled studies and on relevant information of programmatic policy concerns/issues.

- Perform other related duties.

Work Schedule: Monday to Friday 9 AM - 5 PM

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
