Job Description

In order to be considered for this position candidate must be serving in the title of Staff Analyst, or be reachable on Civil Service list Exam# 9008/3116, or be eligible under the 55a program.

Parking Operations, Planning and Analysis is seeking to hire a capable, confident and dedicated Staff Analyst Level 1 reporting to the Deputy Director of Operations Review. Operations Review is responsible for conducting operational assessments of Parking Operations, Planning and Analysis (POPA) Groups and the development of Standard Operating Procedures (SOPs). Under the direction of the Management Auditor level 2 and the Deputy Director of Operations Review, the Staff Analyst will be responsible for developing Standard Operating Procedure (SOPs) manuals of programs, functions, operations and management’s systems and procedures within Parking Operations to ensure that programs and objectives are accomplished effectively and efficiently; liaison between different work groups to schedule meetings, interviews and walkthroughs and obtain documentation; responsible for updating spreadsheets and preparing work flow diagrams of current Unit processes. The selected candidate will assist the Deputy Director with special projects, which may include updating planning documents and preparing various reports and also assist the Management Auditor in coordinating the request for payment card industry (PCI) documentation. The candidate must be a highly motivated individual with demonstrated excellent interpersonal, multitasking abilities and MS Suite proficiencies.

POPA is a multi-tasked, revenue generating operation of the Department of Transportation. Revenue in the forms of coins, cash, credit cards, checks and pre-paid debit cards are generated annually in excess of $258 million. Additionally, the Bureau’s assets; meters, permits, keys, vehicles, security related business products, database and inventory systems, personnel, equipment of value in excess of $90 million must be evaluated and protected against risk.


This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
