OEPR's work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR's employees are expected to align their work with OEPR's efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Support implementation and continuous improvement of an emergency preparedness and response training program
- Support implementation and continuous improvement of an emergency preparedness and response training program
- Lead development of emergency preparedness and response training, in collaboration with stakeholders and subject matter experts (SMEs) o Ensure training is adjusted based on audience type (e.g., general staff and staff in leadership roles) o Ensure training is based on best practices and adult learning principles
- Lead or support delivery of training in multiple modalities, e.g., in-person, virtual, online, video.
- Explore and implement the use of technology and software to continually improve online and in-person/virtual learning, including methods to engage participants, make training interactive, assess knowledge gain, and track attendance
- Develop, maintain, and track clear indicators related to training completion and competency/skills building to demonstrate staff readiness.
- Provide technical assistance and/or expertise to other DOHMH programs on training development and delivery, as requested.
- Respond to emergencies, as needed.
PREFERRED SKILLS:
Candidate should have the following:
- Experience in emergency management and/or public health emergency preparedness or response
- Training development and delivery for adult learners
- Strong organizational and project management skills
- Strong written and verbal communication
- High level of accuracy and attention to detail

- Ability to engage and foster relationships with colleagues, partners, and stakeholders
- Strong teamwork and collaboration skills
- Familiarity with, and ability to comfortably navigate, general office software including Microsoft Office and SharePoint
Minimum Qualification Requirements:
1. Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or
2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or
3. A satisfactory equivalent combination of education and experience. However, all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.
