WWC Global is seeking a Business Development SME to expand our cyber and technology business. This position is tasked with Command Holdings (CH) large-scale business development efforts and credible translation of proposal objectives to contract performance in the proposal development process (together, 80%) via regular internal communications, engagements customers, and guidance to General Managers and Program Managers (20%). This role is responsible for revenue growth, business development, strong customer and partner relationships, and the overall credible sustainment of an area of business. Requires solid alignment with CH’s strategy, culture, outstanding communication skills, influencing abilities, business development acumen, and client focus.
This position will focus on information technology opportunities in the federal sector. Its primary focus will be to manage and expand a portfolio of business types within the federal sector, tailored explicitly around critical and emerging IT services. Key areas of concentration:
Cybersecurity Solutions:
- Pursue cybersecurity infrastructure and services opportunities, including intrusion detection systems, firewalls, anti-virus software, and cybersecurity consultancy.
- Develop strategies to address federal requirements for secure data management, threat intelligence, and risk assessment services.
DevSecOps Integration:
- Identify and develop business opportunities that integrate DevSecOps principles, promoting a culture of security in software development processes.
- Offer solutions that automate security compliance in software development, ensuring that security is a priority at every phase of development.
Cloud Security Services:
- Drive the expansion of secure cloud computing solutions tailored for federal agencies, including Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS).
- Focus on cloud migration security, continuous monitoring, and compliance with federal cloud security standards.
Data Protection and Privacy:
- Target business development efforts towards solutions that support data protection, privacy, and compliance, particularly in response to federal regulations like FISMA and GDPR as they apply to U.S. entities.
- Offer services in data encryption, access control, and secure data storage.
Systems Engineering:
- Target opportunities that require complex systems integration and engineering, ensuring systems work together to enhance agency operations.
- Offer expertise in the lifecycle management of technology systems from design through deployment and maintenance.
Duties and responsibilities include:
Leadership
- Model leadership behavior by incorporating CH’s Strategy, Culture Statement (Values), and policy alignment into interactions with BD prospects, clients, industry, and CH Global staff.
- Responsible for functional engagement with General Managers and PMs assigned to the portfolio of business, communicating subject matter expertise, translating proposed approach, CH goals, and priorities for each contract.
- Engages with the PM to kick off contract awards and provide leadership to the transition process with the assigned PM.
- Though the PM is the primary POC for the COR, the BD SME may engage with the COR or CO on new opportunities, but only when involving the PM for situational awareness.
Business Development
- Strategy Alignment: Comprehensive understanding of and significant impact
of CH's strategy. Models and practices CH’s business development strategy in all interactions. Fully fluent in CH’s BD and contract management vocabulary, process, pricing components, staffing and salary components, and drivers. - Opportunity Pursuit: Develops strategies to respond to RPFs/RFIs for maximum win potential within responsible execution norms by:
- Identifying effective teaming
- Understanding and communicating customer needs
- Understanding and communicating technical requirements of the SOW to produce the best technical approach
- Understanding and communicating SME requirements to win
- Understanding and communicating subcontractor requirements to win
- Understanding and documenting areas of CH strengths and weakness in relation to a proposal
- Understanding and documenting performance risk
- Informing and communicating salary risk at the salary determination stage and understanding and communicating incumbent salary information and the ability to flip incumbent staff
- Understanding and documenting pricing risk at pricing stage (e.g., unusual facilities or certifications required, rarity of combined required skill set, trends in payment for cleared individuals in a particular niche of agency performance)
- Identifying past performance
- Understanding and communicating CH’s value proposition
- Designs thorough gate briefs to support go/no go decisions.
- Organic Business Development: Informs, advises (PMs and Site Leads) and participates in identifying, developing, pursuing, and building business by leveraging current contracts, organic relationships, and peripheral growth opportunities.
- Capture Pipeline: Builds and maintains a robust, sustained capture pipeline that supports longer-term revenue growth goals – up to 24 months out or more. Actively runs “capture activities” on contracts in pipeline to increase probability of winning.
- Drives response to proposal requirements after submission (e.g. ENs and requests for revisions) and contract kickoffs.
- Emerging Opportunities: Identifies, contributes to, and executes proposals.
- Contributes to proposals for BD efforts directly managed by the Director and other proposals for which they have subject matter expertise.
- Effectively utilize our internal system proficiently to efficiently capture, organize, and analyze critical business information for strategic decision-making, internal collaboration, and client relationship management.
- Networking: Builds broad relationships across government, industry, potential SMEs, and key personnel through networking, thought leadership, partnership opportunities, and focused industry participation. Bring new networks and relationships to CH.
- Mentoring: Develops PMs and Site Lead understanding of CH’s BD model and identifies potential Directors.
- Ensures that essential staffing requirements for BD opportunities and proposals are communicated and planned through the Gate Brief and Proposal kick-off processes.
- Networks to build capacity for future opportunities. Interview candidates for roles and/or proposals, as necessary. Continuously networks with potential staff in targeted markets to ensure available staffing options when requirements arise.
Expected hourly range: $70 - $85 / hr

Basic Qualifications
- Minimum 15 years experience in business development, capture, or proposal management working in defense markets, both domestically and/or internationally.
- Working knowledge of DoD program environment, esp. FAR, ITAR, and DCSA requirements.
- Deep understanding of the federal budget and business development life cycle.
- Demonstrated success at winning federal opportunities on strategically sourced vehicles.
- Exceptional customer relationships and ongoing customer loyalty toward the company's products and services.
- Proven and successful relationships with federal agencies/clientele and other federal contracting firms to help CH Global build effective teams and partnerships.
- Familiarity with open sources or third-party market intelligence tools to support government business development.
- Proven track record of top-tier achievement relative to peers.
- Experience closing large and complex deals.
- Extensive knowledge of sales processes in the Federal and DoD acquisition environment, including proposal processes, capture management, pricing, and project delivery.
- Existing relationships and organizational knowledge within the DoD client community, including Defense Agencies and the military services.
- Independently identify, validate, and qualify business opportunities and prepare those opportunities for bid review by the management team.
- Detailed knowledge of the proposal preparation process, including the ability to understand and analyze the details of an RFP/RFQ.
- Ability to organize, plan, and execute contracts, agreements, and strategic purchase orders.
- Advanced interpersonal and networking skills to interact in extremely delicate, sensitive, and/or complex situations dealing with U.S. and foreign agencies and commercial customers and suppliers.
- Ability to prioritize projects and work under tight deadlines.
- Excellent communication skills (speaking, writing, briefing).
- Excellent writing and presentation skills.
- Excellent people skills to interact with customers, colleagues, and third parties.

Preferred Qualifications
- Bachelor's degree or higher.
- Ability to obtain and maintain a U.S. government security clearance.
- Experience with procurement implementation of best practices for forecasting, sourcing, risk mitigation, and vendor relationship management.
- Experience bidding on IDIQ vehicles, including GSA OASIS or US Navy on Seaport-e and Seaport Next Generation.
- Program management experience with federal contracts.
