Quattro Consulting, an operating firm of Command Holdings, is currently seeking an experienced Cultural Resource Specialist to support the Naval Facilities Engineering Systems Command (NAVFAC) Northwest. Under this work, a Cultural Resource Specialist will independently provide support to satisfy the overall operational objectives of the execution of NAVFAC Northwest’s broad and diverse mission of facilitating execution of organizational functions and specific missions. This position will provide Cultural Resources consultation labor support to various locations within the NAVFAC Northwest Area of Responsibility performing various tasks/services outlines below.
Responsibilities for this position may include (but are not limited to):
- The cultural resources contractor should have experience in archaeology, historic architecture, or historic preservation.
- Provide support that may include archaeological, cultural and historic surveys and field work, preparation of technical documents and studies, and review of draft documents and studies for the following cultural resource program areas: Integrated Cultural Resources Management Plans (ICRMPs) as required by the Advisory Council on Historic Preservation (ACHP).
- Assist in the coordination of consultations under Section 106 of the National Historic Preservation Act with consulting parties including state and federal agencies and offices, Native Hawaiian organizations, Tribes, and other consulting parties. This includes the preparation of Section 106 consultation letters, cultural resources assessments, and supporting studies and analyses.
- Provide support for the preparation and review of sections of environmental planning documents that involve cultural and historic resources. Environmental planning documents include Environmental Impact Statements, Environmental Assessments, Categorical Exclusions and overseas Environmental Reports.
- Perform field surveys, inspections and/or monitoring of construction activities.
- Evaluate cultural resources for inclusion in the National Register of Historic Places.
- Review project designs and specifications to identify issues affecting cultural and historic resources.
- Recommend possible compliance measures that the Navy may elect to implement to mitigate adverse effects.
- Assist in monitoring programs and surveys at installations in the NAVFAC PAC Area of Responsibility.
- Assist with administrative task to include cataloging and records retention of documents and studies, filing and organization, and routine program updates to the chain of command.
Expected salary range: $125,000 - $160,000
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.
- Ability to drive a motor vehicle in environments including city, highway, and rural roads CONUS and OCONUS.

Basic Qualifications.
- Bachelor's Degree in history, historic preservation, anthropology, or related field is required.
- Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/).
- A minimum of 2 years of experience in cultural resources management including archaeology and/or historic buildings.
- Ability to prepare and provide high-level briefs to senior leadership. Oral and written communication skills must be highly developed.
- Working knowledge of Section 106 consultation processes.
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Valid driver’s license (proof of which will be required after hire) and ability to qualify for and maintain company liability insurance through a clean driving record.

Preferred Qualifications
- Current, active secret security clearance.
- Experience working with cultural and historic resources in the Pacific region and/or military history is desired.
- Experience developing or reviewing Integrated Cultural Resources Management Plans (ICRMPs) as required by the Advisory Council on Historic Preservation (ACHP).
