The Compliance Specialist, Assistant Compliance Officer, Compliance Officer, Senior Compliance Officer and Lead Compliance Officer are responsible for the day-to-day coordination and administration of NYPA’s Compliance Program. These positions objectively evaluate and monitor enterprise compliance issues and requirements while promoting NYPA’s and the Canal Corporation’s commitment to legal and regulatory compliance. They provide reasonable assurance of NYPA and Canals’ compliance with applicable mandatory laws, regulations and standards. The Ethics and Compliance office is a confidential resource to NYPA and Canals’ approximately 2,400 employees and interacts with executive management and staff at all levels and NYPA/Canals’ work locations. It collaborates with the Law Department and NYPA’s business units to maintain and strengthen NYPA’s compliance reputation and standing in the regulatory communities within which it operates. #LI-CJ1
- Assist the Senior Compliance Officer and the VP, Chief Ethics & Compliance Officer in the daily implementation of the Compliance Program, including perform analyses and research of compliance inquiries and concerns, and ensure closure of logged compliance issues.
- Identify new legal and regulatory requirements in a continuously changing, complex regulatory environment. Monitor and verify compliance owners adherence to both current and newly identified requirements. Provide recommendations to the VP and Chief Ethics & Compliance Officer based on the findings.
- Collaborating with the Law Department attorneys, ensure business units are aware of and understand the applicable legal and regulatory requirements specific to their areas of accountability.
- Provide primary support to the Senior Compliance Officer in the organization and administration of the Legal and Regulatory Compliance Work Group (CWG). Maintain CWG membership and ensure all business units have representation and active participation in CWG.
- Participate in targeted compliance workgroups identified by the Senior Compliance Officer (e.g., Public Authority Reform, Public Authority Reporting Information System, NYS Comptroller’s Regulations).
- Collaborate with Internal Audit and Enterprise Risk Management to conduct compliance reviews to verify that compliance risk mitigation activities and internal controls are in place and functioning as intended.
- Support the Office of Ethics and Compliance role in the inter-business unit Risk Alignment & Controls Committee.
- Develop, audit and track annual FERC Standards of Conduct and other required compliance training initiatives.
- Prepare written documentation on the status of compliance initiatives, prepare and deliver presentations and coordinate compliance communications.
- With the assistance of the Law Department, respond to compliance inquiries re: FERC Standards of Conduct, FERC Anti-Market Manipulation, NERC Reliability Standards, Public Authorities Accountability Act and other legal requirements.
- Excellent written and oral communications skills.
- Proficient skills with organization, planning, prioritization and presentation capabilities.
- Ability to develop and maintain professional working relationships with internal and external stakeholders.
- Skills and aptitude for use of electronic data and document management systems (e.g., Microsoft Excel, PowerPoint, SharePoint).
- Experience managing data and document management, including policies/procedures, training records, report development and submissions.
- Demonstrate working knowledge with electric utility and NYS public authority legal and regulatory requirements.
- Demonstrate working knowledge of requirements for an effective compliance program and NYPA’s compliance status.
- Must demonstrate ability to interpret and communicate legal and regulatory compliance documents and requirements.
- Ability to participate in regulatory audits and risk assessments.
- Ability to work cooperatively with compliance owners, attorneys and facilitate achievement of Compliance goals.
- BA or BS Degree required.
- Minimum five (5) years’ experience in Corporate, Legal or Regulatory Compliance positions required.
- Electric Utility or Governmental experience preferred.
- Approximately 20% travel within New York State to NYPA’s operating and transmission facilities and industry/professional conferences/working groups.
- Valid NY State driver’s license.
