Duties

WHAT IS THE CRIMINAL INVESTIGATION DIVISION?

Vacancies will be filled in the following specialty areas: Criminal Investigation, Cyber and Forensics Services

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Duties require eligibility for access to classified information at the Top-Secret level. Duties have the potential for exceptionally grave damage to the national security. The nature of the position is the support of criminal investigations. It will be necessary for the incumbent to review Top Secret classified information, personal, private, SBU, and proprietary information during an investigation that impacts national security. Performs work directly related to the internal management of the agency and typically would be expected to provide recommendations of great significance based on the analysis of investigative findings.
  • Provides expert digital forensic support through the scientific analysis of electronic evidence by recovering and analyzing electronic evidence associated with investigations of potential breaches of US tax law. Conducts computer and mobile forensic examinations that are consistent with those standards established by IRS-CI, as well as reflective of current trends and techniques within the law enforcement and professional communities. This may include the testing of forensic software and other appropriate automated analytical tools to meet diverse investigative requirements. This can have a material adverse effect on national security.
  • Assembles PC workstation components and configures CPU environments to a predetermined scheme or chooses the most appropriate configuration for the investigation being performed. Troubleshoots software problems of moderate difficulty with the common software builds used in the organization. . The incumbent would be responsible for assisting on data spills of classified information and the mitigation of such information spills.
  • Designs, develops, and manages forensic evidence systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture. Manages assigned projects. Communicates complex technical requirements to non-technical personnel. Prepares and presents briefings to senior management officials on complex/controversial issues.
  • Assists in the initial testing of the systems and programs. Performs acceptance tests, integration tests, maintenance, diagnostic tests, and helps analyze system failures as indicated by the different tests. Assists in the resolution of problems as reported by users and detected by monitoring systems.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.   • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at http://www.irs.gov/(https://www.irs.gov/individuals/get-transcript) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
  • Drug test with negative result is required prior to appointment and subject to random drug testing.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the time of referral:

SPECIALIZED EXPERIENCE FOR GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Providing basic Digital Forensic support and the analysis of electronic evidence; conducting computer and mobile forensic examinations per established standards; testing forensic software; using analytical tools on digital media; preparing comprehensive final forensic reports; assisting in the assembling of PC workstations and configuring CPU environments; troubleshooting common software problems and/or referring to higher graded specialists for assistance; planning and carrying out assignments and revising methods and approaches; working with vendors to discuss upgrade and maintenance problems; assist in initial testing of systems and programs; testifying in Grand Juries, courts of law or administrative hearings.
OR
EDUCATION: You may substitute education for specialized experience as follows: master's or equivalent graduate degree. OR two (2) full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree. OR an LL.B. or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.


SPECIALIZED EXPERIENCE FOR GS-11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: providing routine digital forensic support and the analysis of electronic evidence; conducting computer and mobile forensic examinations per established standards; testing forensic software; using analytical tools on digital media; preparing comprehensive final forensic reports; assembling PC workstations and configuring CPU environments; troubleshoot software problems of moderate difficulty; planning and carryings out assignments and revising methods and approaches used; interpreting IT policies, standards and guidelines, conducting analysis and making recommendations within specialty areas; working with vendors to discuss upgrades and maintenance problems; assisting in the initial testing of systems and programs; testifying in Grand Juries, courts of law or administrative hearings.
OR
EDUCATION: You may substitute education for specialized experience as follows a Ph.D. or equivalent doctoral degree. OR Three (3) full years of progressively higher-level graduate education leading to a doctoral degree. OR LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

SPECIALIZED EXPERIENCE FOR GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: providing advanced digital forensic support and analysis of electronic evidence; conducting advanced computer and mobile forensic examinations per established standards; testing forensic software; using analytical tools on digital media, preparing comprehensive final forensic reports; independently assembling PC workstations and configuring CPU environments; troubleshooting software problems of moderate difficulty; designing, developing and managing forensic evidence systems; extending, enhancing, or optimizing existing forensic systems architecture; managing projects; communicating complex technical requirements to non-technical personnel; presenting briefings to senior management; interpreting IT policies, standards and guidelines and conducting analysis and making recommendations within specialty areas assigned; working with vendors to discuss upgrading and maintenance problems; assisting in initial testing of systems and programs; testifying in Grand Juries, courts of law or administrative hearings

SPECIALIZED EXPERIENCE FOR GS-13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: providing expert digital forensic support and analysis of electronic evidence; conducting advanced computer and mobile forensic examinations per established standards; testing forensic software; using analytical tools on digital media; preparing comprehensive final forensic reports; developing program wide policies, procedures, and strategies for forensic analysis of evidence; providing expert technical advice and guidance to program management and stakeholders; Independently assembling PC workstations and configuring CPU environments; troubleshooting software problems of moderate difficulty; designing, developing and managing forensic evidence systems; extending, enhancing, or optimizing existing forensic systems architecture; managing projects; communicating complex technical requirements to non-technical personnel; presenting briefings to senior management; interpreting IT policies, standards and guidelines and conducting analysis and making recommendations within specialty areas; working with vendors to discuss upgrades and maintenance problems; initial testing of systems and programs; testifying in Grand Juries, courts of law or administrative hearings.

Education
