Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:

  • Management of procurement and administration of construction contracts, including alternative delivery contracts such as design and build and construction manager/general contractor and A&E professional service contracts.
  • Responsible for managing major construction and professional service contracts and the related contract administration activities associated with construction projects.
  • Supervises, trains and guides staff with procurement and contract issues, including training staff on the risk profiles of different types of delivery methods, which informs on the way the contract is to be managed and administered.
  • Supervises, trains and guides staff on bid protests.
  • Evaluates market conditions with respect to the viability of upcoming construction contracts.
  • Evaluates project risks and risk mitigation strategies.
  • Oversees the preparation of Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and Invitations for Bids (IFBs) and meets critical timelines for these procurements; ensures that Invitation for Bids and Request for Proposals are conducted consistent with appropriate contracting regulations.
  • Reviews the solicitations (including attached plans, specifications, reports, and other documents) for consistency with the selected contract approach; redlines and revises documents as necessary; ensures that the solicitation documents are consistent with the Project Team’s approach of a project.
  • Oversees and coordinates the development of contract language; ensures that VTA contracts are compliant with applicable laws and regulations.
  • Conducts pre-bid/proposal conferences and bid/proposal openings.
  • Evaluates proposals and determines responsiveness and responsibility.
  • Provides guidance on proposal evaluation committees.

What you will bring to the team:

  • Responsibilities include administration of contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems.
  • Proven professional judgement and commercial competence, including identifying, assessing, evaluating, and solving problems.
  • Has thorough understanding of FTA requirements for procurement and contracts; ensures FTA-compliant contract documentation.
  • Knowledge or contract administration for public agencies, including applicable local, state, and federal laws, rules and regulations for public procurement and contract administration processes for design build, construction, and professional services contracts.
  • Negotiation strategies and complex contract/change order experience.
  • At least 10 years of related experience with developing procurement and contracts for construction projects

Salary range: $130,000.00 - $202,800.00
