PRIMARY PURPOSE:
To provide technical expertise, project management and budget control for construction projects ensuring all new educational and support facilities are constructed in a manner consistent with the highest standards of usability, efficiency, safety, economy and quality.
MAJOR RESPONSIBILITIES AND DUTIES
- Plan and oversee the operational and financial activities of construction projects, including defining project scope, developing and monitoring schedules, monitoring budget controls, administering operating procedures, responding to questions concerning construction issues, ensuring accuracy of estimates for future work, and tracking project information.
- Coordinate procurement process and schedule design services using consulting pool of request for qualifications (RFQ) process and serve as technical advisor on RFQ or RFP to Purchasing Department in developing questionnaires and technical content, scoring responses and conducting interviews of respondents.
- Coordinate delivery of projects, including competitive sealed proposal (CSP), construction management at risk (CMAR), design-build and job order contract.
- Participate in meetings involving district, community, governmental agencies regarding construction projects.
- Monitor safety regulations and ensure compliance on all construction projects.
- Facilitate communication and collaboration amount district stakeholders to enhance service delivery, program development and customer satisfaction.
- Review and analyze annual demographic reports and provide feedback and recommendations for facilities to support forecasted changes.
- Interface with governmental agencies, business and civic organization and community to provide needed information and promote district initiatives.
- Coordinate work done by design firms, including architects, engineers and designers to ensure district needs are met.
- Oversee quality control of materials used in construction.
- Attend regular design meetings for multiple projects, participate in design charettes conducted by district and review design drawings during design process and provide markups.
- Attend regular design meetings for multiple projects.
- Coordinate required inspections and related engineering programs with public agencies.
- Visit all assigned construction projects at frequent intervals to assure plans, specifications, codes and regulations are being observed and followed.
- Investigate reports of faulty workmanship or materials and take appropriate action under terms of the guarantee.
- Coordinate and conduct construction meetings for multiple projects.
- Ensure design professionals and third-party consultants complete appropriate job site supervision and reporting.
- Facilitate “value-engineering sessions” with project team as appropriate.
- Demonstrates regular and prompt attendance.
- Perform other duties as assigned.
