The UCDH Facilities Planning & Development (FP&D) mission is the implementation of the Health System’s Capital Improvement Program in keeping with the Long Range Development Plan (LRDP). This includes the authority and responsibility to manage acute care capital improvement planning, design, and construction projects. The Contract Administrator 3 position has the primary responsibility for implementing and achieving the department’s purpose through the development, bidding and awarding of construction and consulting contracts.

Responsibilities
Under the general supervision of the Contracts Manager, the Contracts Administrator has the independent responsibility for structuring, bidding, and executing legally binding contractual documents that establish business relationships between the University and design professionals, construction contractors, and professional consultants for the Facilities Planning and Development Division. This position is for an experienced professional with ability to review, analyze, assemble, and administer construction and consulting contracts in compliance with applicable laws and UC system-wide and UC Davis Health policies and procedures. This position has an in-depth understanding of construction contracting and can work independently and timely to ensure compliance, advise department management of contractual rights, ethics risks and obligations, and to provide interpretation of terms and conditions of contracts
Required Qualifications
  • Extensive experience and knowledge in administration of construction contracting for public works. This includes extensive experience with competitive bidding policies, procedures, and regulations.
  • Experience with labor compliance/LCPtracker.
  • Knowledge of legal concepts and principles to recognize unacceptable contract provisions in construction contracts, consultant agreements and authorizations.
  • Knowledge of a variety of construction contract types to ascertain suitability for specific projects (design-build, design-bid-build, CM at Risk, informal bidding, JOC, negotiated contract, EDPA, PSA, etc.)
  • Skills to research, interpret, and apply federal/state/university rules, regulations, policies, and department mission, goals, and objectives. Skill to analyze technical problems, develop solutions, and make recommendations based on objective analysis.
  • Knowledge and advanced skills to operate custom computerized systems to prepare correspondence, contracts, reports, schedules, bid advertisements. Working knowledge of word processing, spreadsheet, calendaring, project management, and document management database programs. Skill to use the Internet and web-based applications.
  • Skill to work independently and make decisions under general direction. Skill to develop short-term and long-term plans/solutions to meet operational goals.
  • Strong record keeping and filing skills needed to accurately document and retrieve data and maintain up to date document/contract status and project files.
  • Skill to read and compare architectural/engineering drawings and specifications.
