Position Summary/Purpose of Position:
The Contract Manager represents the University in various capacities and assume primary responsibility for reviewing and submitting proposals and negotiating complex agreements, with various sponsors. These agreements include, but are not limited to, IDIQ contracts, Task Orders, contracts, and other types of agreements. The Contract Manager is responsible for independent review, writing and negotiation of these binding complex agreements with industrial, federal, state, and foundation sponsors and servea as the lead representative in negotiations of both incoming and outgoing agreements. The Contract Manager will have delegated signature authority on behalf of the University for all proposals, agreements, and subawards. This responsibility will require the Contract Manager to understand and abide by University Policy, State of Maryland law, and Federal law. The Contract Manager will be responsible for maintaining all records associated with the proposal, negotiation, execution of each agreement in the Office of Research Administration’s system of record (currently Kuali Research). The Contract Manager will be responsible for administering policy waivers (i.e. IP and Restricted Research) when required in support of complex agreements. The Contract Manager will provide training and assistance to departments when needed to support the requirements of an agreement. The Contract Manager will liaise with other ORA administrators, UM Ventures, departments, and other campus offices as necessary when agreements are related to sponsored projects, technology commercialization, or proposal development activities. The individual may have supervisory responsibilities. This position will report directly to an Assistant Director leading one of the teams in ORA.
Minimum Qualifications:
Education:
Bachelor’s degree from an accredited college or university.
Experience:
A minimum of five to seven years’ experience in the field sponsored projects administration, including three years in writing, negotiating, and administering complex agreements.
Knowledge, Skills, and Abilities:
- Working knowledge of the Uniform Guidance, relevant OMB Circulars, Federal Acquisition Regulations (FAR), and other regulations governing sponsored awards.
- Working knowledge of subaward principles and procedures.
- Proficient with Microsoft Office tools (e.g., Microsoft Word, Excel).
- Excellent customer service and interpersonal skills.
- Strong verbal and written communication skills.
- Extremely organized with a high attention to detail.
- Ability to use multiple software systems.
- Ability to use analytical and creative problem-solving skills.
- Ability to work independently to assess potential impact and consequences of negotiated agreements and act accordingly.
- Ability to prioritize, plan, and execute multiple complicated contract tasks in a timely manner.
- Ability to effectively implement high-level analytical.

- Master’s Degree.
- Experience with grants/contracts administration in a higher education environment, or business or related field.
- Supervisory experience.
- Ability to demonstrate initiative and resourcefulness preferred.

- Certified Research Administrator (CRA).
- Certified Pre-Award Research Administrator (CPRA).
