Control Room Operator
Looking for a candidate who has the following skill sets:
Chemical plant or refinery experience.
Specific Control Room Operator experience
Generator, Boiler, Turbine experience
Familiar with pump operations- Ex: Bladder Pumps, Centrifical Pumps
Piping & Instrument Diagrams
Safety Management
Hazwaste or EHS Experienced
POSITION PURPOSE:
Maintain incineration unit within permitted operating envelopes while overseeing the complete thermal destruction of waste feed streams along with the scrubbing of acid gasses and removal of particulate matter generated during the incineration process. Safely and efficiently monitor and maintain all equipment within the incinerator unit and direct unit employees towards a common objective.
PRIMARY DUTIES / RESPONSIBILITIES:Maximize unit throughput within established operating envelopes(OE) and permit established parameters
Direct all unit operators as needed to maintain optimal unit performance and maximum throughput
Coordinate with management and unit operators to set feed priorities and determine the priority of feed streams
Monitor all indicators, trends, and alarms on the Distributed Control System(DCS) throughout shift and make adjustments accordingly
Monitor all screens and surveillance systems from main control room to ensure proper functionality of equipment and site security
Maintain detailed electronic log, documented rounds, electronic spreadsheets, and produce daily reports each shift
Maintain the Air Pollution Control(APC) train within designated OE to ensure proper scrubbing of acid gasses and particulate matter generated during the incineration process
Perform required weekly safety shutoff tests and verifications as well as annual burner management testing
Report any exceedances or permit violations to supervision, management, and EH&S immediately and document the occurrence on the designated forms and logs
Respond to upset and abnormal conditions in a safe and timely manner while following all established protocols and Standard Division Practices(SDP)
Troubleshoot, maintain, repair, test, and monitor all equipment within the incinerator unit
Make routine rounds throughout shift in all areas of the incinerator
Troubleshoot feed stream issues. Unplug, clear, and flush all feed stream sources such as:Lines, chutes, tubes, pipes, nozzles, gates and conveyors
Report malfunctions and inoperable equipment to the maintenance department for repairs using the site Work Request System
Perform basic maintenance to unit equipment such as valve changing, gasket & gauge replacements, and blind flange removal and installation
Safely shut down and start up the incinerator unit during scheduled outages as well as upset conditions
Perform Lock Out Tag Out(LOTO) on all systems and streams within the incineration unit
Work with contractors and maintenance department on preventative maintenance and repairs
Issue permits and serve as Permit Supervisor/Authorizer for ALL areas of the Veolia Port Arthur site, not just within the incinerator unit. These permits may include:Safe Work, HotWork, Line Break, and Confined Space Entry Permits
Maintain all “Hot Sumps” within the unit
Perform daily ash clearing of the kiln disengaging chamber by performing Powershots
Perform deslagging of the kiln as needed with controlled meltout per SDP
Perform routine deslagging of the Secondary Combustion Chamber(SCC) with controlled meltout per SDP and a follow up “Shootout” of the SCC bottom to remove slag inventory buildup
Oversee unit operators during outages while cleaning out all vessels and equipment and monitor the repair efforts of contractors and maintenance
Train or assist in the training, development, and sign-off of incinerator and unit operators
Perform Supervisory duties in the absence of assigned shift supervisor. These duties may include:Completing incident reports and completing post incident screenings
Completing and distributing of the Weekly Shift Schedule
Coordinating with multiple departments on feed priorities and needs
Attending daily and weekly meetings
Reviewing, validating, approving, and assigning work requests and work orders
Perform daily RCRA inspection audits and weekly powershot inspections
Report any spills or emergency situations to supervision and site Emergency Coordinators immediately and assist with remediation efforts and situational response
Order daily consumable products from vendors for items such as Lime and Caustic
Provide operational expertise on unit and assist with audits and providing information for external entities
Provide technical guidance and work with site Engineers to design, test, and implement unit upgrades and improvements
Maintain and enforce compliance on a high level of housekeeping and environmental standards throughout the entire incineration unit
Inspect safety equipment and ensure impairments are reported and turned in on all systems not active or operational at the time.
Operate a variety of rolling stock such as:Forklifts, Manlifts, Scissor Lifts, Roll-Off Truck, Front-end Loader, Backhoe, 80BBL tanker, 130BBL tanker, and yard Mule
Qualifications
Education / Experience / BackgroundHigh School education or equivalent with the ability to read, write and comprehend English (operational, process, safety and quality instructions). Must have the ability to perform basic math equations. Associate’s degree in a science or technical area strongly preferred.
Over five years experience in a related position and environment with knowledge of the methods, techniques, and practices of water/wastewater treatment. Regulatory Knowledge (RCRA, CERCLA), and knowledge of Title V – NESHAPS.

Must possess basic operational knowledge of Google & Microsoft based applicationsGoogle Sheets, Docs, Gmail, Access, Word & Excel
Must be able to learn and operate site computer programs without assistance
Demonstrates ability to mentor, coach and train others
Must consistently demonstrate the ability to operate all machines and equipment meeting or exceeding processing and quality targets under general supervision.
Must demonstrate ability to efficiently operate all equipment in the facility which may include pumps, agitators, generators, compressors, valves, gates, mixers, conveyors, blowers, dryers, chemical feeds, testing equipment, and material handling equipment.
Must have the ability to diagnose process problems regardless of complexity, troubleshoot process control instrumentation equipment and related systems and take corrective action within policy and procedure limitations.
Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities readily.
Must be able to serve rotational 24 hour emergency on-call if required by site
Required Certification / Licenses / Training
Must be able to obtain respirator certifications and maintain fit test compliance
Must be able to pass a BATF background screening for Powershot usage
Must maintain current status on all annual site and corporate training requirements
Must be able to get signed off on the usage of site rolling stock such as: Forklifts, Roll-off Trucks, Backhoe, Front-end Loader, Manlift, 80BBL tanker, 130BBL tanker, etc..
