Cost Proposal Officer

The Cost Proposal Officer will oversee the development of cost proposals including budgets, budget narratives, partner budgets, pricing, and documentation. Lead development of largest and most complex proposals. Train, mentor, and build capacity of specialists and associates in cost proposal development processes and best practices. Responsible for reviewing agreements and signing teaming agreements.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
Required: BA
Preferred: MA
REQUIRED MINIMUM EXPERIENCE
Required: 6+ years of directly relevant experience with a BA or 4+ years of directly relevant experience with a MA. Thorough knowledge of a variety of concepts, practices, and procedures within the particular learned profession, as well as applicable laws, regulations, and general instructions is required.
  • Eight years of progressively responsible experience is preferred. Experience in the international development sector (especially in public health) is desirable, but not required
KNOWLEDGE AND SKILLS
  • Strong computer skills, advanced knowledge of Excel formulas, ability to use macros and pivot tables, and ability to learn and apply additional financial software.
  • Advanced analytical and business modeling skills and attention to detail is a must.
  • Communicates clearly, strategically, effectively and respectfully both verbally and in writing.
  • English language skills required. Foreign language (especially French or Spanish) is desirable, but not required
COMPETENCIES
  • Experience working with US government rules and regulations and understanding of US government cost principles to ensure compliant and responsive cost proposal development.
  • Experience with budgeting and knowledge of regulations and policies for non-US donors such as FCDO, UN Agencies, World Bank, Gates, etc. highly preferred.
  • Work effectively and contribute to productive work relationships with staff within the SBDP team and at all levels across the organization. Experience working with diverse, remote, and multi-cultural teams.
  • Ability to mentor and coach others in cost proposal development and donor contractual requirements.
  • Ability to graphically and textually depict data in order to make recommendations to management.
  • Ability to adapt to new and/or unplanned situations to meet the dynamic needs for proposal development and the organization.
  • Ability to analyze, evaluate, and communicate risk in contractual terms and in budgets.
PHYSICAL DEMANDS
Keyboard use, pulling drawers, lifting papers <10 lbs., basic office functions. Ability and willingness to travel within the US and internationally as required (likely <10%).

The expected salary range for this position is: $68,900.00 - $124,900.00 annually (U.S. locations only).
