One year of permanent service as a Data Analyst 2 OR bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and five years of experience* in data visualization, and statistical models and data mining tools. Preferred qualifications: The Data Analyst 3 will have experience directing efforts to compile established or new data sources. The incumbent will have experience working with R and Excel and more than a year of experience working in a public health agency during the Coronavirus pandemic directing individuals who are collecting and reporting on data. *Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Duties: The Data Analyst 3 will lead the work of directing the analysis of plans and other information collected from 212 hospitals in New York. The incumbent will direct the programming of surveys and lead the Hospital Clinical Staffing Review Unit's data analysis center. The Data Analyst 3 will oversee the unit by developing and executing a strategy for analytics both inside and outside the unit and advise Division leadership on appropriate actions. The incumbent will lead staff in the development and perpetuation of actionable reports that reflect established the law and later, regulations setting standards for safe staffing and other data metrics. The Data Analyst 3 will provide expertise on how to properly maintain and review data store. The incumbent will direct innovation in the collection of data and designer a larger architecture of analytics uses cases. The individual will manage key performance indicators and will supervises Data Analysts 2 and lower-level staff. All of this this work, which is directed by a new statute, will quantify whether hospitals are in compliance with laws and other requirements that will help determine clinical staffing levels at hospitals.
