SAISD Compensation Plan.
  • Entry salary is at $92,264.50 with consideration
for directly related experience.

Job Scope

Oversees daily operation of a singular department or campus. Directs staff, which should include people managers,
in the development and implementation of departmental or campus policies, procedures, and programs. Adheres
to both district policy and governmental regulations concerning department or campus operations. Manages
departmental or campus structure, development, training, and planning.


Position Summary

The Director of Emergency Management is responsible for planning for accidents, natural disasters, and other
emergency scenarios. The Director collaborates with organizational leaders to anticipate potential risks, assess
probabilities, and develop plans to respond effectively.

Essential Functions / Key Responsibilities

1. Responsible for implementation, oversight, and management of the district’s Multi-Hazard Emergency
Operations Plan (MHEOP).

2. Ensures the school district remains in compliance with all federal, state, local and district regulations
regarding emergency management.

3. Assist with the development and oversight of staff, budgets, administration, policies, procedures,
emergency response, and technology improvements.

4. Responsible for the development, training, and implementation of the district’s emergency management
plan at all schools and district facilities.

5. Collaborates with district leadership and external stakeholders to drive service requirements and ensure
safe school communities.

6. Establishes team goals utilizing a data-driven approach and ensures the team successfully executes as
required.

7. Directs the planning, organizing and execution of district Emergency Management and Homeland Security
activities, conferring as necessary with the County and State emergency management agencies and with
neighboring emergency management directors to assure that its activities are an integral and coordinated
part of the overall County, State, and National programs.

8. Ensures leadership and implementation of all emergency training for both school and non-school facilities

within the district.
9. Prepares reports and correspondence to district leadership.
10. Organizes regular disaster exercises to test local and district emergency response agencies. Directs the

planning and implementation of our access control and technology investments throughout the district.
11. Assist in annual budget development and control.
12. Serves as a member of the district emergency team and leads the parent-student reunification process

during a district-wide emergency.
13. Maintains and updates hazard mitigation, emergency response and recovery plans for the district and

mutual aid agreements with neighboring communities.
14. Secures and maintains information regarding facilities and resources of the district and of neighboring

mutual aid jurisdictions for use in emergency situations.
15. Implements and recommends best practices in emergency management.
16. Regularly manage and/or conduct building assessments to ensure building safety emergency compliance.
17. Performs other related duties as assigned within the appropriate skill and experience capabilities

expected for this position.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university or 4 years equivalent experience in Emergency
Management, Criminal Justice, Public Administration, Business, or Management.
  • 10+ year’s progressive experience in the public sector in emergency management, security, or related
field to include:

o 3+ years of experience in management responsibilities.

  • 4+ years of progressive leadership experience to include:
o Planning, Organizing, Staffing, Directing, and Managing employees or teams.
o Coaching, Mentoring, Developing and Performance Managing employees or teams.
  • NIMS 100, 200, 300, 400 and 800 (ability to obtain within first six months)
  • CEPTED Certification (ability to obtain within first year of employment)
  • Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee
(approximately $50.00) paid by the employee.

Preferred Requirements

  • Master’s degree from an accredited college or university.

• Ability to develop, plan, and implement short and long-range goals, establish priorities, and organize

resources.

  • Ability to motivate and influence others.
  • Possess a high level of knowledge of emergency management, local, state, and federal laws and
ordinances and the ability to work closely with all persons responsible for enforcement. Knowledge of
school district policies and procedures, regulation and bylaws, and the legal environment within which
they operate.
  • Ability to organize and motivate high level employees to work together and achieve common goals.
  • Must have the ability to work independently with little supervision performing complicated assignments
within established deadlines.
  • Possess strong analytical and computational skills with the ability and tact to present complex ideas to a
wide variety of audiences.
  • Must be able to communicate effectively and conduct public presentations to a wide range of audiences.
  • Must be familiar with federal, state and local laws in order to interpret and disseminate such regulations
as they relate to emergency response and crisis management.
  • Requires frequent travel throughout the district.
  • Must be able to work under pressure maintaining composure and focus under stress.
  • Must be a proven leader with the ability to provide strategies in delivering district emergency plans and
initiatives.

Working Conditions

Work Environment:

  • Computer, computer software programs and peripherals, teacher resource materials and
equipment, copier, fax, and other equipment applicable to position.
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise. Occasional
exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.


Physical Demands/Requirements:

  • Maintain emotional control under stress; work with frequent interruptions/deadlines; frequent sitting,
standing, walking, climbing, balancing, pulling and pushing; reaching, repetitive hand motions, hearing,
speaking clearly, visual acuity and prolonged data input; occasional lift/carry light, moderate 15-44 pounds.
