Director, Humanitarian Advocacy and Policy will oversee advocacy & policy portfolio related to conflict, refugees, IDPs natural disasters, famine, Gender-in-Emergencies & other humanitarian matters. S/he will drive influencing humanitarian structures, member states, donors & drive strategies to ensure needs of crisis-affected people are met & their rights—under international humanitarian, human rights & refugee law—are protected. S/he will direct plans to further principled humanitarian access, protecting aid workers & affected populations, addressing impediments to humanitarian action.

S/he will be accountable for development of lobbying & advocacy strategies, coordinating with US team, confederation members, network & coalition partners, other leaders/stakeholders.

S/he will support Country Offices' to develop their own strategies to influence policies & structures on humanitarian action related issues.

S/he reports to VP Humanitarian Affairs & manages staff dedicated to humanitarian advocacy & policy.

Responsibilities:

  • Develop & advance CUSA's humanitarian advocacy strategy on countries and issues where the organization is providing major humanitarian and recovery assistance.
    • Pioritize advocacy issues for concurrent emergencies in coordination with response staff in HQ, regions & countries
    • Accountable for setting strategic priorities, collaborating with teams/members across CARE.
    • Lead advocacy plans for emergencies, including strategic & tactical planning.
    • Direct production of reports, briefs & other materials for use with donors, member states, policy makers & influencers.
    • Priority areas include: humanitarian access, funding, SADD data, hunger, impact of aid budget cuts.
  • Manage new, emerging & sensitive humanitarian situations, manage humanitarian advocacy team.
    • Track & gain subject matter expertise on emerging humanitarian crises/issues.
    • Brief Global Policy,US,Comms & Media leadership, other colleagues, lead CUSA's outreach to policy makers at capital levels on new and emerging situations.
    • Manage, hire, train staff dedicated to humanitarian policy & advocacy.
    • Develop & manage budget & policy priorities for the team.
    • Contribute towards funding humanitarian advocacy work.
    • Contribute to department strategy,canvas & decision-making on relevant issues.
  • Amplify the reach & scope of CUSA's humanitarian advocacy through high-level external representation, & collaboration with wider CARE membership.
    • Sign-off,prepare,contribute to,review reports & other materials related to humanitarian policy & advocacy, & key crises & conflicts.
    • Develop relationships with peers in CARE members, other members' country teams.
    • Represent in high-level external fora and meetings, including with/in member states, BHA, PRM, USIP, member states & the US Institute of Peace.
    • Represent CUSA in global CARE humanitarian policy & advocacy fora.
    • Lobby with CARE members to advance advocacy in geographies other than US.
  • Thought leadership & research, lead policy work on civil-military coordination
    • Conceptualize, develop, or direct to develop high-quality thought leadership & research products in line with CUSA policy & influencing priorities, in coordination with GiE, regional, country & confederation teams.
    • Oversee use of guidance related to civilian-military coordination & engagement with armed actors.
    • Coordinate with international programs for guidance & training on cil-mil & access negotiation.
    • Development internal positions papers & engagement strategies.
    • Manage sub-team activity budget

Qualifications:

  • Graduate degree in related field (international affairs, law, humanitarian studies, social sciences)
  • 10-12 years' relevant experience.
  • Strong understanding of humanitarian systems, key actors, networks & coalitions.
  • Deep knowledge of the humanitarian architecture and key policy issues.
  • Substantial experience in humanitarian lobbying, influencing, advocacy & policy.
  • Experience of working at country and regional levels, in fragile contexts.
  • Strong oral communications skills and ability to present complex material clearly, concisely, and convincingly
  • Excellent written and spoken English; good communication skills and convincing presenter
  • Proven forward planning and strategic skills
  • Proven networking skills.
