Job Description


POSITION PURPOSE

Highly knowledgeable, high impact Director of Benefits to lead the Veolia benefits department in alignment with business and HR objectives. The Director of Benefits will assess trends and best practices to proactively implement solutions that drive business success. The position is responsible for the design, development, implementation, and management of Benefits and Benefits systems as well as Compliance framework for Veolia North America and will report to the VP Total Rewards and will have direct management and oversight of the benefits team (4 to 6 direct reports).

PRIMARY DUTIES / RESPONSIBILITIES

Benefits Strategy and Design:

  • Develop and execute a comprehensive benefits strategy that aligns with the organization's goals, culture, and budget. That includes, but not limited to, medical, dental, vision, life insurance, FMLA, worker’s compensation and disability. Experience with 401K, DCPP, RSPP or DB plans is a plus.
  • Conduct market research and benchmarking to ensure our benefits offerings remain competitive and attractive to current and potential employees.
  • Collaborate with senior leadership and HR stakeholders to design and implement benefits programs that address the needs of our diverse workforce.
  • Stay informed about emerging trends and best practices in employee benefits, making recommendations for program enhancements and cost savings.

Benefits Program Management:

  • Oversee the administration and management of employee benefits programs, including health and wellness, retirement plans, time off policies, flexible spending accounts, and other voluntary benefits.
  • Assist the Company’s benefits consultant, or the VP, Total Rewards in developing Company bargaining proposals for employee benefits. Assist in analyzing union benefit demands by gathering/preparing cost data for the Company, union proposals, and final settlements.
  • Collaborate with benefits vendors and consultants to ensure the smooth operation and effective delivery of benefits services.
  • Monitor the effectiveness and utilization of benefits programs, conducting regular audits and assessments to ensure compliance with legal and regulatory requirements.
  • Stay updated on relevant legislation, such as the Affordable Care Act (ACA), HIPAA, ERISA, FMLA, and other applicable regulations.

Benefits Communication and Education:

  • Develop and implement effective communication strategies to educate employees about our benefits programs and drive engagement.
  • Prepare and distribute benefits communications, including plan documents, summary plan, descriptions and open enrollment materials.
  • Conduct benefits orientation sessions and “Director and above” one-on-one sessions to enhance understanding and appreciation of available benefits.

  • Serve as a resource for employees and managers, addressing inquiries, resolving issues, and providing guidance on benefits-related matters.

Compliance and Risk Management:

  • Ensure compliance with all applicable laws and regulations related to employee benefits, including ACA, ERISA, HIPAA, and COBRA.
  • Maintain up-to-date knowledge of legal requirements and monitor changes in legislation, making necessary adjustments to benefits programs and policies.
  • Collaborate with legal and compliance teams to develop and maintain documentation and reporting necessary for audits and regulatory filings.
  • Work closely with external auditors and consultants to ensure accurate and timely completion of benefits-related audits and filings.

Benefits Analytics and Reporting:

  • Analyze benefits data and trends to evaluate the effectiveness of our programs and identify areas for improvement.
  • Develop and maintain metrics and key performance indicators (KPIs) to measure the impact and value of benefits programs.
  • Prepare regular reports on benefits utilization, costs, and employee satisfaction to inform decision-making by senior leadership.

Team Management

  • Lead and mentor a team of benefits professionals, providing guidance, support, and fostering a culture of continuous learning and development.

Qualifications


Education /Experience / Background

  • Bachelor's degree in Human Resources Management, Business Administration, or a related discipline.
  • 10+ years’ experience in employee benefits management.
  • Experience in managing a team of benefits professionals.

Knowledge / Skills / Abilities

  • Must have a deep understanding of pension, 401(k) Plans, fully insured and self-insured Health and Welfare Benefit Plans and accompanying laws and regulations associated with these functional areas.
  • This position requires prior supervisory experience and excellent interpersonal and communication skills, both written and verbal.
  • Strong analytical and critical thinking skills and the ability to analyze summarize and effectively present data.
  • Must have excellent communication skills, both written and verbal.
  • Ability to work effectively in a fast-paced, team-oriented, hands-on environment.

Required Certification / Licenses / Training

  • Certified Employee Benefit Specialist (CEBS) and/or HR Certification via SHRM or HRCI
designations a plus.
