Job Description

POSITION SUMMARY:

The Director Security is responsible for leading the organization-wide continuous security effort to provide for the protection of the lives, well-being, and property of the patients, students, visitors and employees at Penn Medicine Lancaster General Health. This includes the primary hospital facilities in Lancaster, PA, along with more than twenty outpatient medical practices, Urgent Care Centers and off campus surgical centers. Consistent with local, state and federal regulations; and organizational policies, the Director develops, implements, and monitors security policies, activities, and programs in order to provide an environment that deters the presence of criminal activity, provides for a safe patient care and learning environment and provides for expedient assistance and investigation in the event of a security incident or security emergency. The Director is responsible for the direction, planning and implementation of the security technology functions including video surveillance, radiologic source protections and infant protection systems. Also responsible for the organization and operations of health system parking, including employee, patient, visitor, physician, and volunteers. The Director reports to the Vice President Facilities Planning.

ESSENTIAL FUNCTIONS: Qualified individuals must have the ability (with or without reasonable accommodation) to perform the following duties:

  • Lead and supervise the Security Department staff (security supervisors, security officers and support personnel). Supervise and monitor Security and Parking activities and arrange work assignments to meet changing security and parking requirements and trends. Assign supervisory duties to subordinates to aid in accomplishing all necessary duties.
  • Coordinate and cooperate with all departments to clarify and interpret policies and procedures related to the Security Department responsibilities or functions. Maintain quality control by conducting formal and informal audits of all hospital and affiliated areas as necessary, to determine that all departmental, hospital, regulatory and accreditation standards are met.
  • Work with State, Local and Federal law enforcement agencies on investigations that involve LGH. Act as the liaison between law enforcement and the organization.
  • Participate and assist in internal investigations.
  • Develop and implement employee security training in the areas of maintaining personal security in the workplace and active shooter response. Assist, as needed, in ensuring the training for verbal de-escalation techniques is delivered to staff needing it. Set up and maintain in-service training programs for all Security personnel.
  • Represent the Security Department at administrative meetings. Actively participate in organizational planning meetings and contribute to the planning and organizing of security procedures surrounding LGH facilities. Act as the physical security planning resource throughout the organization.
  • Manage security situations by allocating manpower and other resources to assure a swift and a proper response. Allocate all security resources between LGH entities to assure that resources are available where needed.
  • Maintain statistics and other documents pertinent to security activities. Prepare and or revise written procedures with respect to security functions at LGH facilities. Implement hospital emergency plans instructing all Security and Parking personnel as to their role.
  • Interview and make final decisions as to employment of all departmental personnel at multiple facilities. Recommend disciplinary actions as required. Responsible for the motivation, morale and counseling of all personnel. Responsible for ensuring the completion of annual performance reviews of the Security Department personnel. Responsible for Salary Administration Process.
  • Prepare departmental annual reports, budget, and department goals.
  • Develop/maintain parking systems within garages and surface lots owned by LGH. Maintain the organization’s systems for access control, employee badges, and key distribution.

JOB REQUIREMENTS

MINIMUM REQUIRED QUALIFICATIONS:

  • Bachelors of Science or Bachelors of Arts degree required.
  • Ten (10) years of law enforcement experience with demonstrated command staff experience.
  • Proof of completed training mandated by PA Lethal Weapons Training Act 235.

PREFERRED QUALIFICATIONS:

  • Advanced degree or equivalent industry certification (Certified Protection Professional (CPP) or Certified Healthcare Protection Administrator (CHPA)).
  • Ten (10) years of federal law enforcement experience or equivalent local/state law enforcement command staff experience.

The individual must be able to collect data, establish facts, and draw valid conclusions. The individual must be able to think creatively with a degree of inventiveness, experimentation and intuition. They must be able to deal with a variety of concrete and abstract variables.

EQUIPMENT USAGE REQUIREMENTS

Equipment/Tools: Computer, Phone, Copier, Printer, Fax, Office Supplies, Automobiles and standard issue security tools, including firearms, chemical irritants such as OC Spray, physical restraints and communication devices.

Software: Microsoft Office Products, security technology used by the health system.
