Job Description

Project Manager - Fiber Optics, Broadband, Wide Area Networking, and Cable Television

Overview:

  • We are seeking a detail-oriented Fiber Optics Broadband Wide Area Networking and Cable Television Program Management Analyst to join our team. The ideal candidate will possess:
  • Program management expertise in Wide Area Networks (WANs) built on fiber optics broadband and cable television administration
  • A keen focus on integration, business process optimization, financial analysis, and business analysis
  • A willingness to perform administrative duties such as taking meeting notes to generate minutes, monitoring and organizing the programs' inbox, and updating content for public informational publications
  • Proven ability to drive operational excellence and support the strategic growth of a secure, reliable and scalable intergovernmental fiber optic network connecting anchor institutions and Cable Television Administration programs
  • Hands-on experience managing enterprise-wide programs.

Responsibilities:

  • This is a dual role as both an Intergovernmental Fiber Optics Broadband Wide Area Network Support Administrator and a Cable Television Commission Administrator.
  • Intergovernmental Fiber Optics Broadband Wide Area Network (INET) Support Administrator immediate duties:
  • Manage and Maintain INET Administration mailbox.
  • Administrative support to INET technical team. Document maintenance and reporting.
  • Performing liaison duties between executive members and INET technical members.
  • Creating meeting materials for monthly INET policy and executive meetings.
  • Facilitating INET policy and executive meetings.
  • Creating meeting minutes from monthly INET policy and executive meetings.
  • Perform project management duties for INET technical team. (Vendor reports and meetings.)

Cable Television Commission Administrator immediate duties:

  • Manage and maintain Cable Television Commission mailbox.
  • Opening Cable TV support cases with Verizon and Comcast support teams
  • Working with Comcast and Verizon support teams to ensure closure of support tickets and request.
  • Maintain Excel database of Comcast and Verizon support request.
  • Facilitat monthly Cable commission meeting.
  • Create documentation for monthly Cable commission meeting.
  • Create meeting minutes from monthly meeting.
  • Monitor incident ticket queue for internal cable requests. In both capacities, additional responsibilities may later include:
  • Evaluate current governance structures and identifies opportunities for programmatic efficiencies to assist in the strategic growth of each program.
  • Conduct thorough business process reengineering initiatives, optimizing workflows, and enhancing cross-functional collaboration to streamline operations.
  • Identify emerging trends, customer preferences, and market dynamics, facilitating data-driven decision-making for strategic planning.
  • Collaborate with stakeholders to assess technological advancements and industry best practices to drive continuous improvement initiatives.
  • Liaise with internal and external stakeholders to gather requirements, prioritize enhancements, and ensure alignment with organizational and programmatic objectives.
  • Develop and maintain comprehensive documentation of business processes, system configurations, and integration specifications to support effective change management and knowledge transfer.
  • Review contracts, agreements, MOUs and service level agreements (SLAs) with various vendors to ensure compliance and optimize financial terms and conditions.
  • Develop performance metrics, benchmarks, and service level agreements (SLAs) for the cable provider’s managed services contract.
  • Spearhead integration efforts between external cable providers work-order management systems and the jurisdiction's 311 residents' service request system, ensuring seamless data flow and operational synergy.
  • Evaluate the availability and affordability of different services, offerings, and customer segments within the cable television service areas, identifying opportunities to enhance and improve products for overall customer satisfaction.
  • Collaborate with Fiscal Management Team to develop and manage budgets for the programs, including forecasting revenue and expenses, and identifying areas for cost optimization and revenue growth/savings.
  • Generate monthly financial analysis and perform annual audit to provide insight into the financial performance of the programs, including variance analysis against budgets and forecasts, to inform decision-making and strategic planning.
  • Assess financial risks associated with the programs for regulatory compliance and develops strategies to mitigate the risks effectively.
  • Collaborate with the intergovernmental broadband network technical team to conducting cost-benefit analyses for proposed initiatives, investments, and projects within the intergovernmental broadband network program to assess the potential impact on financial performance and return on investment. (Example: videoconferencing, security scorecard, etc.)

Qualifications

REQUIRED QUALIFICATIONS:

  • 5- 10+ years experience in Program/Project Management of Fiber Optic Wide Area Networks and/or Cable Television enterprise wide programs, gather, analyze, and document business requirements to drive data-driven decision making, data analysis, report generation and communicating requirements to management, Financial analysis in a Government Enviornment.
  • REQUIRED EDUCATION: BS MIS, Business Administration, Program Manager, Organizzation Management Degree or Related Fields.
  • REQUIRED CERTIFICATION(s): IIAB or/and PMI.
  • REQUIRED CLEARANCE: US Citizen for Clearance!
