Purpose/Introduction

Chevron Phillips Chemical is seeking an Environmental Engineer/Specialist to join our team at the Port Arthur, Texas facility. The successful candidate will report to the Environmental Superintendent. The position will be primarily responsible for the recordkeeping, reporting, and oversight of the Air Compliance program at the facility. This individual is responsible for ensuring compliance with federal, state, and local environmental regulations as well as adherence to company policies, procedures, and implementation of company best practices. The Environmental Engineer/Specialist will have the option to work a 4/10 or a 9/80 work schedule.

Responsibilities

  • Interpret applicable federal, state, and local regulations as they relate to Company operations/maintenance and develop compliance strategies for the same.
  • Evaluate and apply environmental permits to the operations of the facility.
  • Develop/maintain subject matter expert (SME) status for the following programs: NSPS VV, NSPS NNN & RRR, NESHAP J, NSPS Db, BWON, EMACT YY, HON, NSR/Title V Authorizations, 30TAC 101.201, 30 TAC 115, and MSS.
  • Provide day-to-day environmental oversight for the facility including but not limited to tracking/recordkeeping of EE/MSS emissions, tracking/recordkeeping required by Environmental Permits, rolling 12-month emission tracking, and completion of the Title V log with identified deviations.
  • Assemble data for environmental compliance reports, general enforcement issues, metrics, and performance tracking.
  • Prepare and submit these reports in a timely manner to meet the internal corporate and external regulatory required deadlines.
  • Provide support for NSR/Title V permitting as needed.

Responsibilities (continued)

  • Track and report out on plant environmental metrics.
  • Assist in the development and reporting for annual Emissions Inventory and TRI reporting.
  • Work with client organizations to implement, maintain, and improve monitoring, recordkeeping, and reporting of environmental compliance.
  • Provide SME assistance to implement and demonstrate compliance with environmental agreed orders and other legal documents.
  • Oversee and as necessary, participate in environmental inspections and routine and special sampling for plant projects and upsets.
  • Conduct environmental inspections/audits to ensure activities/conditions are consistent with CPChem policies/procedures and comply with federal, state, and local regulations.
  • Develop and maintain strong working relationships with federal, state, and local regulators.
  • Represent the Company during regulatory inspections and during other meetings with the regulators.
  • Daily, interact with the Unit Supervisors, Plant Shift Coordinators (PSC), Operations Engineers (OE), Analyzer Technicians and Operators.
  • Participate in the Management of Change (MOC) process to ensure environmental regulations are addressed and attend the MOC evaluation meetings.
  • Complete environmental checklists.

Responsibilities (continued)

  • Participate in the JSA process and root cause analyses (RCAs).
  • Help with stack testing.
  • Serve as one of the Subject Matter Experts (SME) for Stack Vision – the real-time air environmental management system.
  • Provide general environmental expertise in other media, such as waste, water, and LDAR.
  • Have a focus on safety and be comfortable implementing Stop Work Responsibility.
  • Perform other environmental related work as assigned by the Environmental Superintendent.

Required Qualifications

  • At least 2 years of environmental or engineering experience in a chemical/refinery setting.
  • Bachelor of Science degree in engineering or related science from an accredited college.
  • Effective at working with different departments and contractors in a team environment.
  • Ability to resolve conflicts and reach agreements with other functional groups.
  • Ability to communicate the technical aspects of complex environmental laws and regulations.
  • Developed presentation, writing, planning, interpersonal, and organizational skills.
  • Understanding of chemical process unit operations and wastewater management systems.
  • Knowledge of environmental laws, permits, and regulations.
  • Ability to manage tasks and meet deadlines.

Preferred Qualifications

  • 5+ years of experience in Texas and Federal air regulation, permitting and compliance.
  • Chemical plant experience in ethylene and cyclohexane manufacturing processes and regulatory requirements.
  • Experience in systems to ensure sustainable compliance and drive efficiencies in environmental compliance requirements.
  • Demonstrated experience in program management, regulatory reporting, and data management software.
  • Experience with StackVision (environmental management system) and/or specialty applications.
  • Experience with the implementation of Environmental Enforcement Orders and Decrees.
  • Proficient in Microsoft Office. (Excel, Word, and PowerPoint)
  • Stack testing experience.
