Job Summary:
The Project Controls Advisor III works under the direction of the Regional Project Controls Manager to support the Project Controls needs of plant outage projects (GE Power Segment) with high complexity, by interpreting costs and schedules to prepare budgets. The Project Controls Advisor develops project control programs for cost and schedule analysis and tracking. Serves as an advisor to assigned project managers, TFAs, and other site representatives to achieve on-time and on-budget goals.
Essential Duties & Responsibilities:

Determine tools necessary to meet budget and project forecast goals

Develop Project Controls Plans and Outage schedule per Global Project Controls Policy (GPCP), and understand and implement the needs of specific outage projects and Service Managers

Develop complex and/or specialized Project Controls Plans and Outage schedule per Global Project Controls Policy (GPCP), and understanding the needs of specific outage projects and Service Managers

Develop Resource Loaded Schedules aligned with the Job Cost Estimates
-
Lead discussions for Job Cost Estimate (JCE) development and budgeting activities as necessary by analyzing historical data, utilizing previous project experience, and applying to current project activities

Internal / 3rd Party Invoice Tracking/Management (processing, record keeping, auditing)

Build Backcharge claims with sourcing for 3rd party suppliers

Internal / 3rd Party Invoice Tracking/Management (processing, record keeping, auditing)

Support Outage Schedule meetings and discussions with Customers/ End Users
-
Support SM on tracking Extra works/ Change Order Claims
-
Review ACWP and EAC regularly with Stakeholders and maintain forecast of amounts to be Invoiced.

Perform appropriate Change Control and Risk Management as described in GPCP
-
Analyze outage cost on daily basis with focus Actual Cost of Work Performed (ACWP) and Estimate at Completion (EAC), and recommend budget improvements to stay in line with project costs

Issue Outage Planning Update (OPU) twice a week at least

Reconcile Invoiced amounts from subcontractors and 3rd-party suppliers with cost data from the field (Timesheets, goods receipts, etc.)

Assist POM with close out activities as required

Ensure all outage project hours, purchase orders, receipts and invoices are correctly allocated to accounting system and reconciled to site data as part of close out process

Generate final Cost and Schedule reporting as required by GCPD and customer

Maintain historical data from Projects and provide Benchmarking support to Project Teams as needed

Assist POM with close out activities as required

Stands in for the POM during his absence

Ensure project set-up in Oracle Primavera is aligned to business needs
-
Ensure budget tracking against Purchase Orders or Subcontracts
-
Active participation on Project planning, execution and closing activities
-
Train newly hired PCA's
-
Participate actively on daily outage calls with site team
-
Support Outage Schedule meetings and discussions with Customers/ End Users
-
Travel may be required

Required Qualifications & Experience:

Bachelor’s Degree in Business Administration, Construction Management or Engineering or equivalent experience
-
7+ years of demonstrated Project Controls experience in Power or Oil & Gas Projects
-
Field Experience and knowledge of O&M Field Work Practices
-
Comfortable working with all levels and functions in a constructive fashion to achieve responsibilities and goals required

Proficient in Primavera P6 Software
-
English proficiency required
-
Proficient Using P6 Global Change, Resource and Budget loading , Leveling
-
Data Analytical Skills, Problem Solving and Report Writing
Desired Characteristics:

Affiliation to a Cost Engineering Professional Network is a plus (e.g. AACE, PMP, etc.)

Ability to deliver project reports within time constraints and quickly pivot in response to evolving priorities

Understand Project Controls and Earned Value Management

Proficient in data visualization (converting raw data into useful metrics/charts)

Proficient in SAP and prior experience with using and/or creating Project Reports in Tableau

Ability to implement standard and consistent Project Controls processes and develop ad hoc project specific reporting methods as required

Ability to deliver project reports within time constraints and quickly pivot in response to evolving priorities

Excellent communication and reporting skills
Compensation and Benefits:
The annual salary range for this position is 83,500 to 133,700. This is an exempt from overtime position.
