The RAND Corporation seeks a Facility Security Officer (FSO) for its Arlington, VA office. The position is responsible for implementing RAND security policies and procedures related to government classified information, personnel security, physical security, operational security, and safety of the facility. Reporting to the Industrial Security and Regulatory Compliance Security Manager, this is an exceptional opportunity for a security professional to work with other security staff in a team environment offering challenges, growth, and opportunities to learn.
Duties
  • Responsible for developing and administering security programs and procedures for handling classified and/or proprietary materials, documents, and equipment.
  • Administer closed and restricted area safeguarding requirements; respond to alarms within allotted timelines, investigate security violations, prepare incident reports in coordination with the security manager and prepare reports specifying preventive action to be taken. The FSO will obtain rulings, approvals, interpretations, and acceptable deviations for compliance with regulations from government agencies.
  • Responsible for interacting with Defense Counterintelligence Security Agency (DCSA) industrial security representatives and Department of Defense sponsors on annual assessments, inspections, reviews, investigations, and other reportable issues and will ensure the following actions are performed in accordance with 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM Rule) and other applicable government requirements.
  • Responsible for coordination with the ISSM (Information System Security Manager) to ensure all classified IT systems comply with DAAPM requirements.
  • Control access to the cleared facility through oversight of physical security systems including badging, access control, CCTV, and alarms. Oversee maintenance, installation, upgrading and servicing of physical security systems to include the periodic testing of the alarms.
  • Manage and safeguard all COMSEC (classified and unclassified) in accordance with NSA regulations. This includes conducting COMSEC inspections to ensure compliance with NSA procedures.
  • Process personnel security clearances via DISS and eQIP and ensure that security personnel records are accurate and complete.
  • Work with Emergency Response Team (ERT) Coordinator on safety matters.
  • Perform other team member duties and projects, as required.
Basic Qualifications
  • In-depth working knowledge of NISPOM Rule requirements and other government regulations.
  • Strong computer skills in MS Word, Excel, and PowerPoint, as well as the ability to learn new computer applications.
  • General understanding of engineering drawings and specifications sufficient to determine the adequacy of facility security safeguards.
  • Possess knowledge of and have experience with badging, access control, IDS and CCTV systems.
  • Occasional travel may be required.
  • Strong interpersonal skills - ability to work closely with people at all levels of the organization to facilitate the implementation of programs and corrective actions.
  • Qualified candidates will be seasoned security professionals who are innovative and proven performers, with a history of delivering security services and solutions.
  • Critical thinking and analytical skills.
  • Ability to work well under pressure and tight deadlines, to be able to prioritize tasks and relate those priorities to internal and external customers in an effective manner when necessary.
  • Flexible and adaptable in a changing and challenging environment; ability to think “on your feet” when unexpected/unplanned events arise.
  • Be effective in communicating security programs, risks, potential and actual outcomes of the programs, both verbally and in writing, so they are persuasive, placed in the appropriate context, and understood by the recipient.
  • Attention to detail and strong organizational skills.

Experience
  • A minimum of 3 years of experience supporting security and safety operations for a contractor or government agency, meeting national security requirements is required.
  • At least 6 years of experience supporting security and safety operations for a contractor or government agency, meeting national security requirements is preferred.
Education
  • High School degree or GED equivalency is required.
  • Bachelor’s degree preferred.
  • Completion FSO for Possessing Facilities STEPP education program preferred.
Security Clearance
  • Must possess and maintain a Secret U.S. government security clearance, or if Secret U.S. government security clearance is no longer active, must have possessed a Secret U.S. government security clearance within the past 24 months.
  • Possession and maintenance of a Top-Secret U.S. government security clearance is preferred.

Salary Range
$82,100 - $122,100
RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
