Facility Security Officer (FSO) / Information Systems Security Manager (ISSM)

Job Summary:

The FSO/ISSM will interface with Defense Counterintelligence and Security Agency (DCSA) on all matters outlined by 32 CFR Part 117 – National Industrial Security Program Operating Manual (NISPOM).

Primary Responsibilities

  • Serve as the primary point of contact for DCSA reviews and correspondence; establish a working relationship with DCSA and other government security personnel
  • Establishes, documents, implements. and monitors the Information System (IS) Security Program, System Security Plans (SSP) and related procedures for the facility
  • Authors and maintains documentation supporting the Assessment & Authorization (A&A) of assigned systems in accordance with the Risk Management Framework (RMF)
  • Performs security control assessments as part of the Continuous Monitoring Plan
  • Oversees configuration management of assigned systems and validates audits are performed to ensure the security posture integrity
  • Conducts periodic hardware and software inventory assessments. Identifies system security control shortcomings and serves as lead for remediating deficiencies
  • Investigates security incidents such as data spills, data integrity and malicious events
  • This position may require some overnight travel
  • Clearance processing


Basic Qualifications

  • Bachelor’s degree and 3 years of prior relevant experience
  • Must have a US Department of Defense (DoD) Secret security clearance with the ability to obtain Top Secret clearance


Preferred Qualifications

  • The technical knowledge that will assist in rulings, approvals, interpretations, and acceptable deviations from regulations for IS compliance with various government agencies & regulations (RMF, STIGs – ICD 503, associated NIST publications) for a variety of Operating Systems and components
  • Ensuring compliance with Risk Management Framework (RMF) policies, concepts, and measures for currently accredited and new Information Systems
  • Evaluate potential IA security risks through Continuous Monitoring
  • Ensuring configuration management (CM) for IS software, hardware and firmware is maintained and documented
  • Perform antivirus updates, SW patch installation, and conduct security self-reviews
  • Working knowledge of the eMASS application
  • Possess good written, verbal, listening, and presentation skills
