SUMMARY
The Farm Loans Subject Matter Expert (SME) is a senior level position that guides the development of technical business solutions for two USDA contracts in the Farm Loan Programs (FLP). Develops training, informs on USDA policy, or provides expertise on loan making and servicing activities related to assessments of the Security Inspection and Operational Review/Year End Analysis processes. May inform or lead the development, testing, and implementation of pilot solutions in various state field offices. Will have expertise in one or more of the following areas: Farm Service Agency (FSA) policy, farm commodities and commodity production, Farm Loan Officer Training, or farm loan origination and servicing.
This position may require travel to various states to support implementation requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities may include the following.
Designs, develops, and delivers training programs.
Develops and analyzes all types of loan applications.
Identifies future training needs and continually provides guidance.
Collaborates with all areas and responsible parties related to the assigned project life cycle to ensure effective project planning, tracking and overall success (including management, development, systems, testing, training and other related areas).
Prepares reference guides, standard operating procedures for loan servicing activities and conducts credit quality review training to staff.
Coordinates pilot programs/schedules for a variety of timelines and personnel.
Supports training objectives using related subject matter and media.
Acts as a subject matter expert in the technical field of farm loan servicing.
Maintains a solid customer relationship and assures customer satisfaction with the successful execution of the project.
Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications and develops collaborative rapports with solutions-oriented approaches.
Meets both on time delivery and budgetary objectives.
Communicates project expectations to team members and stakeholders.
Manages project milestones and deliverables.
Assists with identifying and managing project dependencies and critical path.
Performs overall reporting functions related to multiple activities being performed across multiple task areas.
Implements industry best practices, project management tools and methodologies.
Other duties may be assigned.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE
Fifteen (15) to twenty (20) years’ experience working in the relevant area of expertise, or equivalent combination of education / experience. Bachelor's degree is preferred.
CERTIFICATES, LICENSES, REGRISTRATION
This position requires possession of or the ability to obtain and maintain a USDA security clearance.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHMETICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

The pay range for this role is $131,600-$197,400/annually, with the final offer amount dependent on location, skillset, and experience.
