Salary:
GS 13: $121,485.00 - $157,934.00
GS 14: $143,559.00 - $186,629.00
In order to recruit and retain highly qualified candidates, selectees may be eligible for a 25% relocation incentive. To be eligible for a relocation incentive, proof of change in residency will be required. Prior to receiving a relocation incentive, an employee must sign a written agreement to complete a specific... period of employment with the FBI at the new duty station. This is a NO COST TRANSFER.

Key Requirements
• Must be a current, permanent FBI employee
• Must be able to obtain an SCI clearance
• Some travel may be required
• Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually
• Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
• If the selectee is not an on-board FBI Financial Analyst or Forensic Accountant, the selectee approved for hire will be required to attend a mandatory five-week Forensic Accountant Core
• Training Session (FACTS) held at the FBI Academy in Quantico, Virginia. Once training dates are established, employee will be notified in advance
• In order to be given promotional consideration, current Forensic Accountants that have completed FACTS 18-02 or later must have completed their New Forensic Accountant Development Program (logbook) prior to the closing of this job opening

Physical Demands/ Work Environment
• The work may require bending and carrying light items such as books, boxes and records.
• The incumbent may be exposed to potentially dangerous and/or stressful situations.
Major Duties
• Provides advanced level guidance to Financial Analysts/Forensic Accountants regarding the application of criminal statutes pertaining to investigations.
• Reviews financial investigative work product of subordinates to ensure completeness, accuracy, and adherence to policies/procedures. Drives team to leverage technology applications to conduct financial analyses and develop new forensic accounting techniques.
• Provides leadership and clear direction to subordinates and effectively delegates/assigns work. Addresses performance issues and provides guidance on improvement measures.
• Promotes FBI program initiatives and may serve on temporary duty assignments to work on and/or supervise a variety of financial investigations and/or training events.
• Plans, organizes, and directs the Financial Analysts/Forensic Accountants activities in the AOR. Monitors progress to ensure effective and efficient resource allocation. Manages the FA's/FOA's role in supporting investigations, provides guidance for testifying as an expert witness in criminal proceedings.
• Assists in unraveling highly sophisticated techniques for moving funds, shielding illegal activity, and disguising identities of individuals or groups involved. Consults supervisors and case agents to determine specific objectives and requirements involving financial investigations. Develops new methods, criteria, and proposes new policies. Identifies, recommends and implements ways to resolve issues.
• Translates complex financial information into articulate presentations. Develops and delivers presentations to law enforcement agencies and external organizations. Maintains government agency, law enforcement, and private industry contacts, and leverages these relationships to advance financial investigations, and to share best forensic accounting practices.

Positive Education Requirement
This position has a specific education requirement; all applicants must verify completion of this basic education requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.
A) Degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B) Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
OR
C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
Specialized Experience (SE):
GS 13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 12 grade level. SE is defined as follows:
Conducted forensic examinations and proved expertise involving forensic accounting of a wide variety of complex and sophisticated financial records and recordkeeping systems, by utilizing accounting, auditing, analytic and investigative skills.
In addition to the above, applicants MUST possess leadership and/or supervisory experience.
GS 14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS 13 grade level. SE is defined as follows:
Provided extensive expertise, guidance, and oversight to a group of financial professionals involved in forensic accounting of a wide variety of complex and sophisticated financial records and recordkeeping systems, by utilizing accounting, auditing, analytic, and investigative skills.
In addition to the above, applicants MUST possess leadership and/or supervisory experience.
Education
Education MAY NOT be substituted for SE at these grade levels.

• Required Leadership Training : All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022
• Limited Movement : Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated to Redstone Arsenal in Huntsville, Alabama by 2024, so those employees can compete for a position elsewhere.
• Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.
• Candidates will not be considered if currently on a Performance Improvement Plan (PIP); a Letter of Requirement (LOR); or have failed a PIP or LOR and are currently awaiting the final action by HRD.
a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Inconsistent."
b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and/or when frequent absences negatively impact operations of an office.
• Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
• Current tax law impacts your transfer by making your moving expense reimbursements taxable. Please contact HQ_DIV12_Online_Transfer_Issues for information regarding taxable expenses. For additional insight on the personal impact of the IRS tax rules, you may wish to contact the IRS or a tax professional. Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to "substantially reimburse" an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.
• Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
• Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
• Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
a. Percent of time worked in the particular position (cannot conflict with main duties)
b. The month/year work began
c. Frequency worked (i.e., daily, monthly, etc.)
d. Specific duties performed
