The Opportunity 

Flock Safety is looking for a dynamic leader of our permitting department. This individual will possess a deep understanding of permitting processes nationally and have well established relationships across many jurisdictions. They will build and grow the permitting programs serving the business across multiple verticals and geographic regions. Experience working with both public and private sector stakeholders and partnering with government affairs team members will be a well established still set. With one hand this person will manage a high performing team executing permits while at the same time keeping a strong eye towards forward progress and meeting the demands of the ever changing landscape of Flock’s business and product offerings.

The Senior Manager of Permitting will be responsible for three key areas of the business. First, the development and implementation of processes to meet both external requirements and internal product development needs. Second, the performance of the team to execute through issuance of permits with city, county, state, federal, and private entities. Lastly, you will have built and led teams that have accelerated the growth of previous companies. 

This individual will be a thought leader and have an innate sense to disrupt and move quickly while still operating a high performing team. You have a strong bias for action and desire to question the status quo. There is no problem you can’t solve and no challenge you’re not willing to lean into.

The Senior Manager of Permitting recognizes the incredible unlock a high functioning permitting department offers to Flock to both win market share and execute with excellence for our customers. 

  • Lead Flock’s Permitting department in the development and completion of permit approvals nationally

  • Development

    • Review and evaluate federal, state, local construction, regulatory and permitting requirements as they apply to Flock’s product offerings.

    • Design and implement the permitting processes across varying jurisdictions, including application requirements, anticipated approval timelines, and required studies.

    • Identify and implement cost-effective compliant permitting strategies, schedules and outreach efforts to minimize project cost and risk.

    • Work directly with Flock’s customers and Government Affairs team to navigate new jurisdictions where existing permit processes may not apply

    • Develop regulatory agency relationships in pursuit of expanding market presence for Flock’s growing service offerings.

    • Maintain contacts within the industry to monitor development trends, regulator initiatives, and market forces.

    • Partner internally to build scalable solutions for intake, processing and completion of all install requirements.

  • Execution

    • Collaborate with market teams, senior leadership, project managers, and external consultants/SMEs to successfully produce permit packages, plans, and reports required for permit approval (e.g. siting, constructing, and operation).

    • Responsibility for content, quality control, and contract management.

    • Engage cross-functional teams to problem solve and identify opportunities to advance implementations (installs) to meet project schedules

  • Leadership

    • Hire and train a team to execute permit applications with federal, state, local and private entities.

    • Drive performance of regional permitting activities on a continuing basis, taking appropriate steps to improve its efficiency and effectiveness.

    • Provide reporting on a regular basis, and as directed or requested, to keep leadership informed of the operation and progress of all permitting programs

    • Ensure that issues and concerns are being appropriately evaluated, investigated, and resolved.

    • Conduct and attend meetings of various internal and external stakeholders as it relates to permitting management, external stakeholders, and decision-making authorities.

The Skillset 

  • Bachelor’s degree or higher preferred

  • Minimum 7+ years’ of relevant experience in a similar role

  • Must be able to bring a flexible mindset, challenge traditional thinking, and be prepared to work outside of their comfort zone

  • Knowledge of federal, state, and local compliance/licensing requirements

  • We are looking for a leader who does not need to rely on positional authority but instead has the capability, experience and confidence to mentor and support a team of permitting professionals

  • Solid oral, written and interpersonal communication skills

  • Desire to drive action and results

  • Ability to quickly work into new tasks, accommodate a dynamic environment and work with multi-disciplined project teams

  • Excellent problem solving and strategic thinking skills, detail-oriented with a strong sense of personal responsibility and ownership of work product.

  • Ability to manage a large workload, often providing support to processes managed by colleagues, while prioritizing tasks and effectively juggling competing deadlines.

  • High degree of emotional intelligence, working virtually in complex teams/environments

  • Travel, as required (up to 20%)

This serves as a preview of the 90 day plan you will receive if you were to be hired as a Senior Manager of Permitting atFlock Safety. 

The First 30 Days

  • Assess the state of Permitting at Flock and determine gaps that exist on the team

The First 60 Days 

  • You’ve taken concrete steps to close any observed gaps across the Permitting team.  You’ve built working relationships with your partners across Deployment Strategy, Project Management and Product Ops. You’ve taken positive control over our blocked markets, and you’ve created concrete plans to unblock them on a reasonable timetable.

90 Days & Beyond 

  • You’ve ensured that Flock is prepared to produce professional grade permitting outcomes in 2H 2024, you’ve taken an active role in Q3 planning, you are operating against viable plans to unblock challenging markets, you’ve made any team/leadership changes required to uplevel the team, and identified tools/processes that’ll help us build greater leverage.

  2. The Hiring Manager Interview: You will meet with your potential future boss to really dive into the role, the team, expectations, and what success means at Flock. This is your chance to really nerd out with someone in your field. 

  3. The Panel: Learn more about the team, responsibilities, and workflows. You should be prepared to speak about past projects, how you collaborate and communicate with others, and how you live our values. Depending on the team and role you are interviewing for, you may meet with several teammates as well as cross-functional partners.

💰Salary & Equity: In this role, you’ll receive a starting salary of $140,000 - $170,000 as well as stock options
