Job Summary: Under the administrative direction of the Director of Fiscal Services, the Accounting Manager supervises, plans, organizes, coordinates, and directs the various charter school business and accounting activities requiring independent judgment and analysis. The Accounting Manager performs a variety of technical, complex specialized accounting and analytical duties in the areas of budgetary analysis and development, accounting and financial management, payroll, and other business services functions. He/she serves as a business and accounting specialist in preparing various related reports as required internally and by local, state and/or federal sources; recommending and assisting in the formulation and implementation of policies and procedures related to fiscal activities; providing work direction and training to Business Office staff; and evaluating the performance of assigned staff.


**THIS POSITION IS ON-SITE IN SACRAMENTO, CALIFORNIA**

  • Coordinate and perform complex, advanced-level accounting and budget duties requiring independent judgment and analysis; review and maintain various financial records, ensuring all accounting entries and budget entries and transfers are completed andreconciled.
  • Assure compliance with various local, state and/or federal reporting requirements, guidelines, rules and regulations, as well as, charter school policies and procedures.
  • Serve as business and accounting operations specialist in assigned areas, providing work directions to others, including training to school site personnel.
  • Analyze financial and operational processes and procedures and implement appropriate accounting and budgetary control systems.
  • Analyze revenues and expenditures to ensure proper classification for account codes, and balancing within resources per C-SAM.
  • Monitor assigned budgets to assure compliance, identify and rectify discrepancies, respond to questions, and provide detailed instructions.
  • Plan and perform a variety of budget and fiscal simulations, analyses and calculations.
  • Perform internal financial and operations audits as assigned.
  • Under the direction of Director of Fiscal Services, perform high-level year-end closing transactions.
  • Supervise train and evaluate assigned Business Office staff; may provide work direction to Human Resources relating to position control maintenance.
  • Prepare, reconcile and validate monthly, quarterly, annual and ad hoc financial reports for both internal and external users.
  • Provide oversight and guidance to Fortune’s Higher Education student tuition account balances and billing setup on Populi.
  • Reconcile a variety of monthly and quarterly bank statements and various accounts.
  • Examine a variety of payroll documents, records, procedures and systems of internal control to determine compliance with existing laws, policies and best practices.
  • Work collaboratively with a solutions-focused approach to coordinate and communicate business systems and processes that cross departments and school sites.
  • Process and manage all quarterly payroll reporting and liability payments to appropriate agencies.
  • Identify potential areas of risk exposure in existing payroll and accounts payable practices in charter school operations; communicate these risks to Director and work collaboratively to address with urgency.
  • Reconcile charter payroll and employee benefits reporting to general ledger and position control documents. Identify errors or omissions of payrollcalculations.
  • Provide oversight and guidance to accounts payable technician to ensure accounts payable is in good standing and Fortune is current with all vendors. Step in as needed to solve problems with vendors directly when items aren’t being resolved (45 days) in a reasonable manner.
  • Coordinates and reviews for accuracy all annual and quarterly tax reports 1099 and W2 data and transmits to proper authorities.
  • Promote teamwork by sharing knowledge cooperating with others, participating in meetings and work groups, and supporting the goals and objectives of the organization.
  • Conduct routine written and oral communications, providing and maintaining effective customer service to school personnel, parents, vendors andothers.
  • Maintain user setup and permissions to Fortune’s ERP, Frontline Technologies – Escape software, for all users in the organization.
  • Adhere to all department, federal, state, and county deadlines.
  • Understand and apply the vision and mission of Fortune School of Education.
  • Drive occasionally for department business.
  • Perform other duties as assigned that support the overall objective of the department.


QUALIFICATIONS: Knowledge Of:
  • Financial Accounting Standards Board (FASB) accounting methodologies.
  • Governmental Accounting Standards (GASB) accounting methodologies.
  • Generally Accepted Accounting Principles (GAAP).
  • Principles and procedures of public agency budgetary and fiscal management.
  • Financial and/or budgetary procedures, reports and statements for Charter School Funds.
  • Applicable federal, state, local and school laws; regulations; and the California School Accounting Manual, as it relates to charter schools.
  • Financial and statistical record keeping techniques.
  • Auditing and financial research and analysis procedures.
  • Effective verbal and written communication and telephone skills.
  • Proper English usage, grammar, spelling, punctuation, proofreading/editing, and mathematical skills.
  • Knowledge of Google and Microsoft suites.
  • Computer applications, particularly electronic spreadsheets and databases.


Ability to:
  • Plan, coordinate and perform a variety of complex, advanced-level accounting, budget, payroll and fiscal operations.
  • Effectively supervise and train assigned Business Office Staff.
  • Analyze, generate, evaluate and implement financial, accounting and/or budgetary procedures for effectiveness and efficiency.
  • Read, interpret, apply and explain rules, regulations, policies, and procedures in assigned areas.
  • Communicate effectively with a diverse base of individuals, demonstrating appropriate interpersonal skills using tact, patience, and courtesy.
  • Prepare and present clear, concise and comprehensive reports and recommendations verbally and inwriting.
  • Demonstrate proficiency in the use of computers including electronic spreadsheets and database utilization
  • Handle multiple tasks, work under pressure, and work with priorities and deadlines subject to frequent change and work efficiently under stringent time deadlines.
  • Exercise analytical and independent judgment.
  • Work confidentially with discretion.
  • Promote a team environment.
  • Analyze situations accurately and adopt an effective course of action. 


REQUIRED EXPERIENCE AND EDUCATION:
  • BA/S degree in accounting or business management with two years of advanced level accounting experience preferred; however, a minimum of five years of experience with a focus in increasingly responsible advanced-level accounting, budgeting and payroll oversight, preferably with charter or school district experience, will be considered.

Physical Abilities:
  • Visual acuity and depth perception to read a variety of materials and inspect work in progress.
  • Sufficient hearing to conduct conversations in person and over the telephone.
  • Normal physical strength and endurance for standing, sitting, bending, reaching, walking, and lifting and carrying of light weight materials.
  • Hand/eye coordination and manual dexterity to keyboard 10-key, operate a telephone and business office machines.
  • Physical, mental and emotional stamina to endure long hours under sometimes stressful conditions.
  • Speaking in an understandable voice with sufficient volume to be heard in normal conversational distance and on the telephone.

$85,000 - $90,000 a year
At Fortune School of Education, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $85,000-$90,000 annually.
