Product OwnerThe Product Owner will provide guidance & support in the translation of desired functional / technical / operational outcomes into actionable / deliverable requirements for the U.S. Department of State (DOS), Bureau of Population, Refugees, and Migration (PRM) Refugee Processing Center (RPC) Operations. The scope of responsibility includes components of overseas and domestic refugee case processing, Information Technology (IT) infrastructure and network support, the maintenance and enhancement of PRM’s refugee case processing software and data analytics capabilities, and cybersecurity compliance according to DOS policy and guidelines.This is a customer facing role which requires engagement with the user base. A government Product Manager requires a thorough understanding of the United States Refugee Admissions Program (USRAP) and a keen business / technical acumen. As a Product Owner, you will take a leadership role within the agile delivery team focused on delivering new customer-facing web-based services and applications with an emphasis on providing high-value features to our customers. You will serve as a lead support member for the team working closely with the gov’t Product Manager and high performing development team to help manage the product. The primary responsibility will be to integrate the needs of the project as well as the needs of several different stakeholders to produce an overall solution.The ideal candidate is someone with strong knowledge of the USRAP, requirements analysis skills combined with the ability to clearly communicate technical concepts. A successful candidate will have the appropriate experience and business understanding to prioritize initiatives and work with both management, our clients, and be able to direct the project team with realistic and attainable delivery.HOW A PRODUCT OWNER WILL MAKE AN IMPACT• Lead and assist in analyzing and documenting client's business requirements and processes; communicate and develop these requirements to technical personnel by constructing basic conceptual business and process flows, including data dictionaries, configurations business rules business requirements documents, system requirements documents.• Lead and assist in planning and designing business processes; assist in formulating recommendations to improve and support business activities.• Helps coordinate and assist the creation of basic user acceptance test scenarios to be used in testing the business applications to verify that client requirements (e.g., edge cases, etc.) are incorporated into the system design.• Work closely with the technical leads and developers to develop and modify systems requirements documentation to meet client needs and explore potential solutions.• Coordinate and sequence a myriad of detailed user stories and requirements to technical leads in support of sprint planning activities.• Execute demos and user acceptance testing assists in analyzing testing results in all phases.• Participate in technical reviews and inspections to verify 'intent of change' is carried through phases of project.• Support and follow the direct of the gov’t Product Manager in their management of requirements and product features.• Lead and assist with the management of requirements and collaboration sessions using tools (JIRA and Confluence).• Assist in the research and assessment of mission goals, objectives, and needs to align information technology solutions with business initiatives.• Assist the gov’t Product Manager to define and prioritize the team backlog of work so that solution effectively addresses business and program priorities.• Receive and understand task priorities as articulated by the PM, Deputy PM, or the client. Plan delegations and individual workload in conjunction with those priorities.WHAT YOU’LL NEED TO SUCCEED:Required:• Bachelor’s degree and 5+ years of product management and requirements analysis experience• Experience with Atlassian tools (JIRA, Confluence)• Expert-level knowledge of the requirements gathering process from start to finish• Proficiency in building process flows, wireframes, and mockups• Knowledge of software development life-cycle methodologies• Experience working with Agile/SCRUM, writing user stories and following the development process through user story acceptance• Ability to be onsite as needed• Solid organizational skills including attention to details and multi-tasking skills• Experience supporting the United States Refugee Assistance Program (USRAP) that provides protection, eases suffering, and resolves the plight of persecuted and forcibly displaced people around the world. This includes refugees, migrants, stateless individuals, Internally Displaced Persons (IDP), and more. Experience supporting the coordination of humanitarian policy and diplomacy, providing life-sustaining assistance, working with multilateral organizations to build global partnerships, and promoting best practices in humanitarian response.Desired:• Recent experience (within the last 5 years) coordinating an organization’s shift toward implementing and executing modern IT delivery methodologies (e.g., DevSecOps, Agile, AIOps).• Professional Agile certification• COTS/Low code (ServiceNow, Appian, Pega, etc.) experienceLocation:• Rosslyn, VA.Timeline:• This posting is contingent, expected to start in December of 2024.Clearance:• Must be able to obtain and maintain a Secret clearance.
