Summary:

Harm reduction (HRx) principles and approaches are an essential element of GLIDE’s mission to alleviate suffering and stabilize lives in San Francisco’s most marginalized communities. GLIDE’s Health Empowerment & Access Team (HEAT) programs are at the forefront of innovative and collaborative approaches in San Francisco. Under the supervision of the Senior Director, the Testing Program Manager ensures smooth operations and provides oversight of the department’s testing events, on-site testing efforts, testing supply inventory, quality assurance, documentation, and reporting. In this role you will directly provide HIV, Hep C, and STI testing; and coordinate and supervise testing events with GLIDE Harm Reduction staff and other community partners such as San Francisco’s Department of Public Health, SF AIDS Foundation and others.

In this role, you will work closely with the Senior Director and the other Program Managers to ensure that all our contract obligations are met, our testing services run smoothly and professionally, and the program’s goals are enhanced and able to improve our community’s wellness (through linkages to medical services, collaboration with community and city providers, and advocacy for underserved and marginalized individuals).


This position manages the Harm Reduction HIV/HCV/STI testing program specifically.


Responsibilities
  • Coordinate Harm Reduction staff registration, onboarding for certified HIV/HCV/STI Test Counselors and/or all pertinent certifications and training with respective community partners/organizations.
  • Oversee and guide staff to ensure that paper charts and electronic records match, and laboratory requisitions are correct and are updated as necessary.
  • Oversee GLIDE staff for testing events, manage the testing calendar/staff scheduling, and collaborate with community partners to maintain and expand our community reach, including soliciting new venues for testing.
  • Lead and oversee special events to promote testing, linkages to care, health and wellness, prevention education, etc., (includes Project Homeless Connect Community Day of Service, Street Health and Wellness Fairs).
  • Train new staff on how to complete testing paperwork and support corresponding database entry.
  • Run QA on all STI, HIV/HCV testing paperwork for the SF Department of Public Health & SF AIDS Foundation.
  • Enter data into client case management database and monitors/corrects data entered by all test counselors to ensure it is timely, accurate, and in compliance with all contract deliverables and all state and federal privacy laws.
  • Oversee the Quality Assurance process and chain of custody of all testing forms and laboratory requisitions.
  • · Ensures that new testing protocols and paperwork are communicated to and adhered to by all test counselors.
  • Update all daily temperature logs, run controls monthly or, as needed, and submit monthly test batches and reports to SFAF.
  • Document and report new HIV/HCV/STI positives to SFDPH.
  • Manage ordering, invoicing, and inventory of all testing and phlebotomy supplies and/or office supplies to prepare and maintain testing rooms; monitor all perishable medical supplies for expiration.
  • Lead evaluation activities and provide programmatic support during monitoring periods.
  • Adhere to all requirements regarding HIPAA, confidentiality, child/adult protective services, contractual agreements, etc.
  • Collaborates with Center for Applied Learning and Impact to ensure data management, reporting, and evaluation meet contract obligations and program needs.
  • In coordination with Sr. Director, prepare and draft reports for audits by contract funding entities.
  • Attend city-level community testing coordination meetings held at SFDPH as well as other care-coordination meetings with various stakeholders to help ensure coordinated testing efforts.
  • STI/HIV/HCV Testing: collect appropriate samples, run rapid HIV/HCV tests, external controls, accurately complete all pertinent paperwork, and record test results.
  • Provide HIV, HCV, and STI risk reduction counseling, risk assessment and disclosure sessions to persons seeking confidential HIV/HCV/STI testing.
  • Oversee and manage the HEAT department budget and related contractual obligations.
  • Supervise and coordinate schedule of yearly Health Career Connections (HCC) intern.


Minimum Qualifications:
  • Knowledge of interviewing techniques and methods, principles of health education/counseling, and basic understanding of the principles of health promotion, disease, and preventive health care.
  • 2-3 years equivalent work experience or training; and/or Bachelor’s degree in the public health field.
  • Demonstrates an understanding of Harm Reduction as a public health model for social justice.
  • Familiarity with the social determinants of health and how they impact people experiencing homelessness and other marginalized populations.
  • Strong communication skills and the ability to build rapport/trusting relationships with diverse populations to facilitate the sharing of personal health data and other confidential information.
  • Experience with HIPAA requirements and venue-based testing (e.g. Mobile Testing and SROs).
  • Experience coordinating, implementing, and evaluating service delivery with community providers.
  • Ability to implement Health Access / Harm Reduction Program objectives and activities; analyze and collect data, and prepare reports.
  • Attention to detail and proficiency and accuracy in math required for reporting data.
  • Ability to work independently, demonstrate cultural humility and has the ability to work effectively across cultures.
  • Able to develop and analyze statistical data and present reports.
  • Competent using MS Office Suite, and other program data platforms.


Certifications Required:
  • CA Rapid HIV/HCV Testing and Counseling and/or Harm Reduction certification preferred.
  • CA Rapid HIV/HCV Testing and Counseling certification must be obtained within the first year of hire.
  • Licensed Phlebotomist preferred. CPT-1 license must be obtained within the first year of hire


$66,000 - $76,000 a year
