San Mateo County Health is seeking a qualified individual for the position of Health Services Manager II-Alcohol & Drug Services, in the Behavioral Health and Recovery Services (BHRS) Division. This position will support the development and delivery of a countywide continuum of substance use disorder (SUD) treatment services through a network of contracted SUD treatment providers.
The current vacancy is a regular position working in the Behavioral Health & Recovery Services’ Alcohol & Other Drug (AOD) Services Unit located in Belmont, CA, but will travel/drive to attend local and state level meetings, meet with providers, partners and other county staff.
Primary activities of this Health Services Manager will be the oversight of the SUD Contract Performance and Monitoring Team within AOD and includes: program oversight of the SUD provider network , implementation of Drug Medi-Cal Organized Delivery System (DMC-ODS) services, Managed Care requirements, and federal Substance Abuse Block Grant (SABG) services within the SUD provider network; assure core needs of the Avatar SUD Electronic Health Record system are developed and implemented, development of goals and objectives related to program areas; develop, communicate and implement new policies and procedures; establish monitoring and performance metrics; ensure compliance with federal, state, and local standards, regulations, laws and contract requirements; monitor contractor budgets, payments and billing; and program outcomes reporting. The SUD Contract Performance and Monitoring Team in AOD includes a staff of BHRS Supervisors and BHRS Program Analysts which support this work.
The HSM II will work closely with the AOD Deputy Director, the AOD Clinical Services Manager II and with other key staff from BHRS including but not limited to: Quality Management, Contracts, Management Information System, Finance, Office of Diversity and Equity, and regional mental health and specialty clinics. Additionally, the HSM II will build and maintain relationships within the broader SMC Health, other County Departments, contracted agencies, and community partners.
The ideal candidate will be:
An experienced manager in health and/or human services programs.-
Deeply knowledgeable of SUD field, including SUD regulations, standards, and laws governing the service delivery system, best practices in service delivery, trends in the field, and with specific knowledge of SABG, DMC ODS and Managed Care requirements, and the implications of CalAIM changes.

Experienced in working to eliminate disparities and structural inequities and supporting other diversity, equity and inclusion efforts.

Experienced in conducting quality assurance and quality improvement activities, including Performance Improvement Projects, preparing for program audits, and addressing corrective action plans.

Experienced with SUD in the areas of Beneficiary Rights and Protections, Availability, and Access requirements, Network Adequacy, Coordination of Care needs, and Program Integrity.

Experienced with Electronic Health Records (EHR), service and billing codes, workflow, form and reports development to meet changing data collection and reporting needs.

THE DIVISION
Behavioral Health and Recovery Services is a division of San Mateo County Health. BHRS offers a broad spectrum of services for children, youth, families, adults and older adults in San Mateo County for the prevention, early intervention and treatment of mental illness and/or substance use conditions. We support treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve.
Alcohol and Other Drug Services is a unit within BHRS, which provides leadership and advocacy, supports effective prevention approaches and quality addiction services, and educates the community about substance use and its related impact on individuals, families and communities. Our continuum of substance use treatment services includes: outpatient, intensive outpatient, residential services, withdrawal management, medicated assisted treatment, and recovery service. Services are provided through a mix of county delivered services and contracts with community-based providers.
AOD serves uninsured County residents, and individuals who are eligible for Medi-Cal in San Mateo County regardless of documentation status. We serve adolescents, individuals pre/post pregnancy and with children, diverse racial and ethnic residents, and those who require language assistance/interpreter services, people with disabilities, and those identify as lesbian gay, bisexual, transgender and intersex (LGBTQI+). Most of our clients have complex needs and have histories of homelessness, justice system involvement, trauma, and require care to be coordinated to meet mental health and physical health needs.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
Education: Bachelor's degree in public health, nursing, social work, public administration or a related discipline.
Experience: Two years of administrative or managerial experience in a health, social or community services organization, including significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.
Licensure/Certification:
Depending on assignment, some positions may require specific technical licensure.
