You WILL NOT be considered for the position if you attach a CMS100, CMS100b or any other document in lieu of a Resume or CV.Position OverviewThe Division of Developmental Disabilities is pleased to announce an opening for a Human Resource/Labor Relations Administrator for the Mabley Developmental Center in Dixon, Illinois. The Mabley Developmental Center is seeking to hire an energetic and detail-oriented individual who will lead and direct the Human Resources and Labor Relations functions at the center. This role provides support and assistance to all employees of the center and ensures management focuses on providing a positive and productive work environment for all employees.Job Responsibilities• Serves as the Human Resource and Labor Relations Administrator for the Mabley Developmental Center.• Manages and directs all aspects of personnel and labor relations administration for the center.• Serves as full-line supervisor.• Reviews position descriptions with managerial staff and clarifies positions to assure compliance with Position Classification plan.• As a member of the Centers Executive Committees, reviews and makes recommendations regarding the center’s policies, procedures and practices.• Administers employee benefit programs including group insurance, disability, retirement, merit compensation, deferred compensation plans.• Serves as Administrator on Duty (AOD) on a rotating basis, after business hours, weekends and holidays.• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.Minimum Qualifications• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.• Requires three (3) years of progressively responsible administrative experience in a public or business organization.Preferred Qualifications (in priority order)• Three (3) years of experience supervising paraprofessional and professional staff including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.• Two (2) years of professional experience working with human resources and labor relations rules, regulations and procedures.• Two (2) years of professional experience with labor relation activities, including negotiations, grievances and contract interpretations, while utilizing ethical practices and procedures.• Three (3) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.• Three (3) years of professional experience providing advice and counsel to employees and senior leaders regarding human resources and labor relations issues.• Two (2) years of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.• Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.Conditions of Employment• Requires ability to pass the IDHS background check.• Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.• Requires the ability to Serve as Administrator on Duty (AOD) on a rotation basis, after business hours, weekends and holidays.• Requires the ability to travel in the performance of job duties, with overnight stays as appropriate.• Requires the ability to utilize office equipment, including personal computers.• All conditions of employment listed are incorporated and related to any of the job duties as listed in the job description.Work Hours: Mon - Fri, 8:00am - 4:30pm; 1-hour unpaid lunchHuman ResourcesWork Location: 1120 Washington Ave, Dixon, Illinois, 61021-1258Division of Developmental DisabilitiesMabley Developmental CenterHuman Resource and Labor RelationsAgency Contact: DHS.HiringUnit@Illinois.govJob Family: Leadership & Management; Employee Services; Social ServicesAbout the Agency:The Illinois Department of Human Services serves families in need all across Illinois.
