IMD Data Librarian

The Investments Data Librarian is responsible for coordinating the data, information, and records lifecycle management for the Investment Management Division (IMD). The incumbent will coordinate and maintain data, information, and records management programs for IMD, maintain the IMD's records retention cycles, and administer the records management configuration for all IMD data repositories. This position will proactively work with IMD staff, Information Technology, Records Management, and other agency departments. This position reports to the Head of Investments Data and Systems.
Compensation & Benefits: The TRS Investment Management Division offers an attractive compensation package consisting of base salary, annual performance incentive bonus, a defined-benefit pension plan as well as 401(k) and 457 retirement plans, and comprehensive benefits. A hybrid schedule will be available to IMD employees after 6 months of service.
Depending upon the qualifications of the individual selected and the discretion of the hiring manager, the position will be filled at one of two levels (Analyst or Senior Analyst). Starting salary is commensurate with experience.
WHAT YOU WILL DO
Data and Records Management
  • Assists with developing processes and procedures that enable IMD staff to conduct research and analyses with IMD data
  • Ensures that high-quality complex datasets are easily identified and made accessible to IMD teams.
  • Helps identify gaps in data collection and storage practices and collaboratively drives development of solutions to address these gaps.
  • Responsible for identification, definition, acquisition, preparation, control, disposition, and archiving of data.
  • Maintains IMD data management record series plans.
  • Identifies and resolves data process issues, develops mitigation plans, and prepares/updates manuals, instructions, and operating procedures.
  • Participates in and supports projects related to the analysis and development of data process flows.
  • Prepares complex data analysis reports and provides metrics using modern visualization techniques.
  • Evaluates data submissions for potential value, utility and quality and helps to make determinations about their ultimate disposition.
  • Creates strategies for the storage of data, including transmissions, according to the appropriate records retention schedules.
  • Assists in the development and implementation of best practices, procedures, workflows, and tools for all data repositories.
  • Provides assistance and training to users of the data repositories.
  • Ensures the IMD is compliant with TRS data management and records retention policies and procedures.
  • Catalogs and ensures that all data and document stores are assigned to the appropriate approved file plans.
  • Represents the IMD on analyzing new or revised policies to determine the impact to IMD and ensures fitness-for-use.
  • Coordinates projects related to implementing, upgrading, migrating or enhancing data record management systems including determining requirements as well as investigating, testing and evaluating new products.
  • Evaluates user needs based on assessments of records, processes, and reviews of current methods and procedures, and develops action plans for improvement.
  • Provides information audits of IMD data stores including but not limited to documents, emails, and investment data.
  • Performs related work as assigned.

WHAT YOU WILL BRING

Minimum Required Qualifications
Required Education
  • Bachelor’s degree from an accredited college or university in Information Science, Library Sciences, or a closely related field.
  • Education and experience may be substituted for one another.
  • Preferred Master’s degree may substitute for one (1) year of the required experience.
Required Experience
  • Five (5) years of full-time, directly related, progressively responsible experience in Information architecture, data management, data process analysis, or related area.
  • Three (3) years of experience developing and maintaining records retention schedules, policies, and procedures.
  • Experience may be concurrent.
Required Registration, Certification, or Licensure
  • None.
Preferred Qualifications
  • Current certification or progress towards pursuing at least one or more of the following certifications:
  • Certified Information Governance Professional (ARMA)
  • Certified Information Professional (AIIM)
  • Experience in records management with a Texas state agency.
  • Experience managing pension records.
  • Experience with SharePoint and/or intelligent document processing tools.
  • Experience may be concurrent.

Knowledge, Skills, and Abilities
Knowledge of:
  • Records management theories, practices, techniques, rules, and regulations.
  • Data Management and Governance best practices.
  • Texas Public Information Act.
  • The use of automated systems, software, and equipment associated with records management, particularly as they apply to records retention.
Skills in:
  • Project management and planning, organizing, and prioritizing work assignments to manage a high- volume workload in a fast-paced and changing environment.
  • Completing detailed work with a high degree of accuracy.
  • Effective written and verbal communications, including preparing and delivering complex reports, presentations, bid proposals, and policies.
  • Basic ability to navigate and query SQL Server databases.
  • Using a computer in a Microsoft Windows environment with word processing, spreadsheet, and other business software.
  • Providing quality customer service.
Ability to:
  • Establish and maintain harmonious working relationships with co-workers, agency staff, vendors, contractors, and other external customers.
  • Work effectively in a professional team environment.
