About the hiring organization
Habitat for Humanity (“HFH”) is an international non-profit organization dedicated to eliminating substandard housing and homelessness worldwide. HFH works through a broad network of national organizations and strategic partners such as corporations, financial service providers, individuals, non-governmental organizations, foundations, local governments, and private- / third-sector actors. HFHI launched the Terwilliger Center for Innovation and Shelter (“Terwilliger Center”) to facilitate collaboration between public, private, and third-sector partners and to develop sustainable and innovative housing solutions for the 1.6 billion people worldwide who lack adequate shelter. Through the Center, HFH aims to serve as a place of knowledge, expertise, advice, and innovation; enabling poor families to acquire adequate shelter.

About the Way Forward Housing Coalition
The Terwilliger Center served as interim secretariat for the Way Forward Housing Coalition (“WFHC”), a group of housing-focused organizations united behind a central aim of elevating housing as a COVID-19 response strategy and strengthening housing’s contribution to economic growth and improved health/wellbeing. The coalition has undertaken policy-oriented initiatives in several countries to advance the findings from the Cornerstone of Recovery report and other supportive research like the Centre for Affordable Housing and Economic Value Chain reports, to demonstrate that housing solutions can help governments do more with less.

About the India Coalition for Affordable Housing and Inclusive Urban Development
The National Institute of Urban Affairs (“NIUA”), WFHC and development-sector partners (including bilateral and multilateral organizations, think tanks and development financial institutions) have come together to announce the India Coalition for Affordable Housing and Inclusive Urban Development, with NIUA serving as secretariat. There is no national-level coalition on affordable housing and urban development in India at present. Enabling this initiative will position affordable housing within the urban development narrative at the national and policy level. This is an opportunity to create a space for designed collaboration between WFHC and state and interstate agencies. To tap into the collective strength of organizations and institutions that contribute to define development norms at various levels in India. It is also an opportunity to explore making space for civil society voice and bridge the gap between policy and people.

Activities and Deliverables
  • In this role, the consultant must have expertise on the Indian country context, as it relates to affordable housing for the under-privileged. The consultant will:
  • Develop India coalition. Provide strategic guidance to NIUA as the India coalition progresses towards, and eventually achieves, formalization including creation of a secretariat.

  • Final foundational documents approved by NIUA – Dec 22
  • Coordination with global coalition. Represent the WFHC in India and keep the WFHC informed of events in India.

  • Written progress updates to WFHC’s leadership body (known as the Volunteer Planning Group” – Jan 23, April 23
  • Develop local coalition model. Document the process of the India coalition’s creation as an offshoot of WFHC and lead learning activities for potential application in other countries.

  • Preliminary documentation of coalition development – Fen 23
  • Final process documentation of India coalition development – May 23
  • WFHC/ India coalition meeting to inform replication – May 23

Thought leadership. Provide thought leadership content to WFHC in the form of blogs, social media posts, knowledge sharing presentations, etc. Promote the importance and linkages to affordable housing with various platforms in India.

  • Quarterly blog post – Feb 23, June 23
  • Engagement of India coalition in sector even(s) - June 23
  • Monthly social media/ blog postings – Dec 22 to June 23

Internal operations. Participate in weekly internal meetings with TCIS. Connect national and international housing knowledge to the local context in India.

Ad hoc. Influence opportunities for the WFHC in India.

Level of Effort
  • The total level of effort for the role is expected to by 20 hours weekly, over seven months. This is a fixed price contract with a total value of USD15,000.

The following events shall trigger payment in the amounts indicated:
