About the role:

We are looking for an experienced Agile Programme Manager to lead the successful delivery of complex digital programmes within the public sector. As part of a dynamic, multi-disciplinary team, you will work alongside Service Designers, User Researchers, Technical Architects, Developers, Testers, and DevOps Engineers to deliver impactful technology solutions that make a difference to citizens.

 

You will play a pivotal role in ensuring high-quality delivery, applying agile methodologies such as Scrum and Kanban, and managing programme-level risks, dependencies, and resources. Your leadership will be crucial in maintaining strong client relationships, ensuring projects are delivered on time and within budget, and driving continuous improvement in delivery management practices.

 

You will also act as a recognised expert and advocate for Agile and Lean approaches, coaching teams and shaping delivery strategies to achieve optimal results. With expert-level skills in commercial management, stakeholder engagement, and community collaboration, you will influence practices across programmes and the wider organisation.

Key Responsibilities

Programme Delivery

 

  • Lead high-performing agile teams to deliver high-quality digital products, ensuring delivery meets client expectations.
  • Establish, maintain and assure effective delivery management practices, leveraging industry best practices and ensuring compliance with internal standards.
  • Identify, monitor and proactively manage risks, dependencies, budgets, and resources to ensure successful delivery.
  • Produce, own and maintain key delivery artefacts (Highlight Reports, RAID logs, financial tracking, resource planning).
  • Lead delivery forums, including agile ceremonies, steering committees, contract boards and project boards.
  • Collaborate with subject matter leads (e.g. User Centred Design, Engineering, Live Services Ops and Data Science) to define and deliver successful outcomes for clients
  • Tailor Agile and Lean approaches to fit specific delivery contexts and coach teams through the full lifecycle - from discovery to live service.

 

Client Engagement & Commercial Leadership

  • Define intelligent and achievable delivery plans, working closely with clients to align on scope, budget, and timelines.
  • Act as an escalation point for high-risk commercial issues and support others in navigating commercial challenges.
  • Manage commercial aspects, including Statements of Work (SoWs), forecasting, and profitability tracking.
  • Identify opportunities to provide additional value to clients, contributing to account growth and new business opportunities.

Team Development & Community Contribution

  • Mentor and support Delivery Managers, ensuring their performance and progression.
  • Play a key role in our Delivery Management Community of Practice, driving innovation, setting standards and sharing best practices.

 

Stakeholder & Communication Management

  • Mediate between technical and non-technical stakeholders, adopting the appropriate communication method to strengthen relationships and manage expectations.
  • Moderate complex and high-risk discussions at senior levels, even under constrained timelines.
  • Represent the delivery community to large internal and external audiences, advocating for Agile and user-centred design principles.

Essential Skills:

  • Extensive experience managing agile digital delivery programmes (Scrum, Kanban, SAFe, or hybrid approaches).
  • Strong commercial acumen, including experience managing SoWs, financial forecasting, and budget tracking.
  • Experience within public sector digital transformation and supporting bids or proposals.
  • Proven ability to manage multiple goals, risks, and dependencies across the delivery lifecycle.
  • Experience working within public sector digital transformation projects.
  • Expertise in financial management, including influencing or creating complex budgets.
  • Experience in designing and running workshops with client stakeholders.
  • Expertise in risk management, including identification, assessment, and mitigation.
  • A deep understanding of best practices across DevOps, Security, User-Centred Design, and Data Ethics.
  • Strong facilitation skills, including experience designing and running workshops with client stakeholders.
  • Ability to provide mentorship and coaching, supporting team members' professional growth.

Desirable Skills:

  • Familiarity with Government Digital Service (GDS) standards.
  • Industry certifications such as Certified Scrum Master (CSM), SAFe Agilist, or PRINCE2 Agile.
