Senior Manager, Pre-Construction Services

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Real Estate Services

We manage Ontario’s billion-dollar portfolio of government land and buildings that house the public sector programs, services and people that keep our province running. We oversee the day-to-day operation and long-term maintenance of these facilities through partnerships with private sector service providers.


We work to improve accessibility and space utilization, preserve heritage properties and make the buildings we manage financially and environmentally sustainable.


We are also responsible for ensuring provincially-owned real estate is used in the best, most optimal way. Land or buildings that are no longer needed for government programs or services are repurposed or sold at market price to generate revenue for government re-investment.


Finding innovative ways to reduce and revitalize the government’s building and land portfolio is central to our business and integral to the value we provide Ontarians.


What You Will Do:
  • Evaluate feasibility of potential sites to deliver projects and other initiatives for a portfolio of complex medium-to-large scale assets and projects that will deliver key infrastructure programs on behalf of the Province.
  • Identify and assess potential project sites to accommodate government infrastructure, deliver development ready sites to accommodate provincial infrastructure projects, and provide value-added advice to colleagues within Asset Management and Modernization and other business units within IO.
  • Develop, implement, and hold direct accountability for project plans and project-, asset- and portfolio-specific strategies and associated budgets.
  • Manage internal and external stakeholders and deliver project results in accordance with project delivery and client objectives to successfully advance infrastructure projects.


Who We're Looking For:
  • Significant years of progressive experience in site due diligence and acquisition, strategic real estate advisory, or land use planning with land development activities or experience leveraging land use planning processes.
  • A post-secondary degree in a related discipline such as Real Estate, Geography, Land Use Planning or Engineering; PMP certification is considered an asset.
  • Experience leading site due diligence activities including land surveys, geotechnical studies, hydro-geological studies, geophysical studies, environmental site assessments, environmental assessments, archaeological studies, ecological studies, heritage conservation studies, site servicing standards and requirements, etc.
  • Working knowledge of legislation as it applies to re-zoning, official plan amendments, subdivision agreements, site plan approvals, encroachment agreements, and other development agreements.
  • Experience developing and managing plans, scope, budgets, and schedules - showing strong organization and project management skills with ability to meet tight deadlines on multiple projects while tracking budget and project milestones – with strength in influencing and consulting stakeholders to find positive solutions with a diverse group across public and private sector interests.
  • Excellent analytical skills to analyze and synthesize complex data and information in order to identify risks, develop options, and produce business cases and other reporting for senior level decision-makers with the ability to present complex concepts in a clear, cogent and legible manner, by written reports and verbal presentations.

$99,800 - $149,700 a year
The salary range for this position is $99,800 - $149,700 with a corresponding job level of P5The exact compensation will align based on the skills, knowledge and experience of the candidate.
