Purpose/Introduction

We have an immediate opening for an Instrumented Protective Systems (IPS) Coordinator at the Borger Plant located in Borger, Texas. The IPS Coordinator provides support and lifecycle management for Instrumented Protection Systems (IPS) which include Safety Instrumented Systems (SIS), Basic Process Control Systems (BPCS) Independent Protection Layers (IPL), Burner Management Systems (BMS) and Emergency Shutdown Systems (ESS).

This CPChem position is responsible for the day-to-day management of the ANSI/ISA-84.00.01-2004 SIS Lifecycle Model and Chevron Phillips Required Manufacturing Standard (RMS) 5700.

Specific responsibilities include but are not limited to the following:

  • Ensure the successful implementation of the IPS Management Process.
  • Maintain IPS management consistency across the site.
  • Serve as gatekeeper for SIS changes and modifications.
  • Ensure compliance with role-applicable sections of industry and company standards.
  • Lead and coordinate IPS activities of resources from Technical, Operations, and Maintenance Departments.
  • Ensure proper documentation and data integrity of IPS testing and repairs. Record owner of all these documents.
  • Create and update proof test procedures (PTP) and process safety time (PST) calculations
  • Lead and approve the creation and validation of design documents such as Safety Requirements Specifications (SRS) and SIL calculations.
  • Ensure the update of the Safety Requirement Specifications (SRS) as needed.
  • Understand and interpret probability of failure and other SIL calculations.
  • Support the initial development, validation and implementation of IPS inspection, test, and preventive maintenance procedures and ensure they are successfully completed on time and documented to maintain compliance.
  • Ensure training of affected Operations, Maintenance and Technical personnel in accordance with RMS requirements.
  • Support Functional Safety Assessments and other audits regarding IPS.
  • Provide assistance as needed for SIS validation (new installation and modification) activities and resources with Operations and Maintenance teams.
  • Participate as needed in plant Process Safety Management, by being involved in Process Hazard Analysis (PHA), HAZOP and LOPA studies, action item follow-up and Pre-Startup Safety Reviews (PSSR).
  • Lead investigation of all SIS failures and activations
  • Track SIS failures to identify problems with equipment selection, design and frequency of testing and initiate improvement efforts as needed.
  • Support Project Engineers on development and coordination of planning for safety instrumented system installation, construction package reviews, construction, and commissioning.

Required Qualifications

  • Bachelor’s Degree Electrical, Mechanical, Chemical Engineering or Engineering Technology degree OR in lieu, of bachelor’s degree, High School Diploma or GED with minimum of 3 years’ experience working with instrumentation, automation, and shutdown systems.
  • Must be a self-starter, should have the ability to multi-task and possess good organization and time management skills.
  • Must possess excellent leadership and communication skills and must demonstrate the ability to interact effectively with internal and external organizations such as operations, maintenance, engineering, plant management, consultants and vendors.
  • Must have the ability to resolve conflicts with other functional groups and reach agreements with those groups in order to be successful.

Preferred Qualifications

  • Minimum of 5 years’ experience working with instrumentation, automation, and shutdown systems.
  • Functional Safety certification would be considered a plus.
