International Affairs Specialist

LinQuest is seeking a Senior Systems Security Engineer to join our team in Arlington, VA. An active TS.SCI clearance is required.

The International Affairs Specialist will support the Deputy Under Secretary of the Air Force for International Affairs (SAF/IA). This is an opportunity to be part of a team implementing the National Defense Strategy’s initiatives to strengthen alliances and attract new partners, with a particular focus on integrating partner capabilities into our National Security Space Enterprise Architecture.

SAF/IA has overall responsibility for international programs for the Department of the Air Force. The SAF/IA staff analyzes information from diverse sources, develops viable options, provides actionable recommendations, prepares policies for approval, and drafts official guidance/procedures via official DAF publications to ensure implementation of those policies.

Responsibilities

  • Facilitate interoperability efforts, including expediting authorized information sharing with international partners.
  • Support senior leader engagements with partner nation counterparts by researching historical and contemporary issues, as well as opportunities for cooperation, collaboration, and interoperability, and preparing materials such as biographical and issue background papers and recommended talking points.
  • Work with Integration partners and the Mission Partner Capabilities Office (MPCO) to exploit available and emerging collaboration tools.
  • Facilitate collaboration with Integration partners by exploiting current and potential resources like All Partners Access Network (APAN) (the Unclassified Information Sharing Service (UISS) for the U.S. DoD), and Battlefield Information Collection and Exploitation Systems (BICES);
    • Facilitate incorporation of additional capabilities/applications to increase utility of current and emerging tools, such as Integrated Space Situational Awareness (ISSA) on BICES.
    • Support the oversight and management of a BICES Community of Interest that includes Combined Space Operations (CSpO) Partners, for example.
  • Analyze information from diverse sources, determine relevant facts, develop viable courses of action, and provide actionable recommendations.
  • Help establish the processes to facilitate the integration and synchronization of international partner space capabilities into DAF space architectures.
  • Prepare and deliver executive level briefings, reports, and summary papers; explain complex concepts in relatively simple language; summarize key decisions; and provide recommendations supported by analysis.

Required Skills and Experience:

  • Bachelor’s degree plus 20 or more yrs. applicable experience
  • An active TS/SCI clearance is required for the position.
  • Experience or education in international affairs (Relevant experience may include assignment as a Foreign Area Officer or Defense Attaché; service as a Liaison Officer or Exchange Officer; assignment with the Defense Security Cooperation Agency (DSCA); assignment(s) with Combatant Commands involving routine official interaction with Allies and international partners)
  • Familiarity with the full range of Space Operations and Associated Capabilities (per Joint Publication 3-14)
  • Familiarity with Defense Space and National Security Space in the areas of strategy, requirements, capabilities, architectures, programs, acquisition, and operations
  • Familiarity with civil, commercial, and international space capabilities

Preferred Skills

  • Master’s degree in a relevant field (for example, Space Systems Engineering or International Affairs)
  • Experience in operations, engineering, scientific, analysis, policy, or planning related to National Security Space
  • Experience with the Foreign Military Sales program
  • Headquarters Air Force (AF/SF/SAF) staff experience within the past 3 years
  • Experience supporting OSD, Service HQ or DoD Agency or IC staffs.
  • National Security Space (NSS) acquisition program management experience
  • Familiarity with the Department of Defense Planning, Programming, Budgeting and Execution System (PPBES)
  • Familiarity with requirements development concepts, processes, boards, and documents comprising the Joint Capabilities Integration and Development System (JCIDS)
