We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). The Junior Program Analyst will primarily support USAID’s Bureau for Global Health as a Credence Institutional Support Contractor (ISC) under GHTASC.


Specifically, the Junior Program Analyst will provide management and analysis support to the US President’s Malaria Initiative (PMI), which is housed within the Bureau for Global Health/ PMI is the US Government’s (USG) flagship global malaria initiative and is led by USAID and co-implemented with the Centers for Disease Control and Prevention (CDC). Oversight of PMI is carried out under the leadership of the U.S. Global Malaria Coordinator.


As described in End Malaria Faster: U.S. President’s Malaria Initiative Strategy 2021-2026, the goals of PMI are to reduce malaria mortality, reduce malaria morbidity, and accelerate progress toward national or subnational elimination in PMI partner countries. PMI’s strategic approach includes reaching the unreached, strengthening community health systems, keeping malaria services resilient, investing locally, and innovating and leading. PMI supports the implementation of evidence-based interventions at-scale, including malaria diagnosis with microscopy and malaria diagnostic tests; malaria treatment with artemisinin-based combination therapy; vector control with insecticide-treated mosquito nets and indoor residual spraying; chemoprevention, such as intermittent preventive treatment of malaria in pregnancy and seasonal malaria chemoprevention; surveillance; supply chain strengthening; and SBC. The Initiative is results-based, focused, and exhibits a high level of financial and programmatic accountability.

Responsibilities:
Operations & Analysis
  • Provides routine and ad hoc administrative and programmatic support to the Malaria Division Chief, Malaria Division Deputy, and other Malaria Division staff to enable successful implementation of routine programmatic and core functions for the Division
  • Schedules Division meetings and events, provides general logistics/support, maintains the team calendar, and supports meeting setup and logistics
  • Provides administrative support for hiring actions, onboarding of new staff, meetings logistics, front office taskers, and memos, as needed
  • Assists with the development of team presentations and resources, including synthesized analysis products using Google Sheets and Google Slides
  • Develop systems and processes to support Malaria Division operations and creates and maintains trackers for program actions and budget
  • Supports the collection, organization, and analysis of data for use in USAID reports and documents and drafts clear and succinct written summaries as requested
  • Documents minutes/notes of regular division and/or branch meetings, or other partner meetings, as required
  • Participates in Division meetings, and other technical team meetings as needed
Communications/ Knowledge Management
  • Supports Malaria Division-related communications to PMI partner countries including development and distribution of monthly newsletter and other relevant guidance
  • Facilitates development of technical updates and other technical/policy communication to the PMI partner countries including documents, presentations tools, report templates, trackers, and best practice documents, as needed
  • Schedules and manages relevant webinars with PMI partner countries to disseminate updates and new resources
  • Manages Division documents within Google Drive, internal websites, and listservs
  • Responds to Mission requests and helps provide support to PMI partner countries as appropriate
Program Management and Financial Monitoring
  • Supports Technical Advisors and Agreement/Contracting Officer’s Representatives (AORs/CORs) to coordinate and manage project(s)
  • Facilitates maintenance of the program and project files
  • Assists technical staff in the preparation of various program documents and correspondence such as project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards
  • Coordinates communications and meetings among technical staff and with partners
Qualifications:
  • Master’s degree and 1 year, Bachelor’s and 3 years, Associate’s and 5 years, or high school and 7 years of relevant experience in social sciences, public health, international relations, business administration or related field
  • A demonstrated general interest in international development and global health, and in particular demonstrated interest in malaria is desirable
  • Knowledge of public health development programs, procedures, and systems and USAID rules, regulations, procedures, and systems, including financial systems, preferred
  • Flexibility and openness in responding to changing work priorities and environment
  • Demonstrated strong interpersonal skills and ability to work as part of a team, including cross-cultural teams
  • Ability to exercise independent and sound judgment in planning and carrying out tasks, in resolving problems and conflicts, and in taking steps necessary to meet deadlines.
  • Excellent analytical, written and oral communication skills
  • Proficiency in Google and Microsoft suite of programs
  • Proven ability to effectively communicate in French, preferred
  • Willingness and ability to travel domestically and internationally up to 10% of the time
  • US citizenship or US permanent residency and ability to obtain at a minimum a facility access clearance

Full salary range for this position is $63,440 to $91,780 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
