Junior Program Assistant

Overview:
The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.


The USAID Global Health Bureau supports field health programs, advances research and innovation in selected areas relevant to overall Agency health objectives and transfers new technologies to the field through its own staff’s work, coordination with other donors, and a portfolio of grants. The Office of Maternal and Child Health and Nutrition (GH/MCHN) serves as the Agency’s technical and policy lead on maternal and newborn health, child survival, immunization, nutrition, and water, sanitation, and hygiene, with a focus on ending preventable child and maternal deaths. Cross-cutting activities managed by the Office in support of this goal address private sector partnerships, community health systems, social and behavior change communication, multilateral partnerships, gender, and monitoring and evaluation.


The Junior Program Assistant (JPA) will primarily support the GH/MCHN as a PHI Institutional Support Contractor (ISC). The JPA provides support to the MCHN Front Office (FO) team, performing a variety of both complex and routine administrative and technical duties.


Full pay range for this position is $22.50 to $40.13 per hour, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities:
Essential Duties and Responsibilities:
The JPA provides support to FO staff and on occasion to MCHN technical teams, performing routine administrative and analytical duties. These duties range from tasks such as scheduling briefings and meetings and maintaining program files to more complex analytical tasks such as collecting, compiling, and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial or program tracking systems. The JPA works closely with the assigned team and provides input on related technical issues. The JPA also works with other members of the team (and potentially across other parts of the Global Health Bureau) to assist in areas within the purview of the assigned office. Assignments may include country backstopping, overall administrative support and other duties as assigned. The JPA ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual is expected to become familiar with USAID business systems, technical issues and policies pertaining to Maternal and Child Health and Nutrition as well as supporting the MCHN FO in day-to-day functions. The JPA must develop a strong working knowledge of USAIDadministrative systems, policies, and guidelines, as well as corporate practices and procedures.


Administrative:

  • Schedule team meetings and events.
  • Support team with general logistics/support; maintain team calendar, call lines, meeting setup
    and logistics.
  • Provide administrative support for hiring actions, onboarding of new staff, meetings logistics,
    Front Office taskers, and memos, as needed.
  • Document minutes/notes of regular MCHN Office or FO meetings, or other partner meetings, as required.
  • Maintain Time & Attendance for the MCHN Office.
  • Maintain up-to-date MCHN SOP files.
  • Support FO staff with all travel and logistical needs.


Program Management and Financial Monitoring:

  • Coordinate schedules, communications, and meetings preparation for FO staff with MCHN
    technical teams, other USAID Offices/Bureaus, external partners and stakeholders, including note
    taking and follow up actions.
  • Support PIO Technical leads to coordinate and manage project(s), maintain updated files and
    documentation, and potentially participate on management teams.
  • Compile and analyze programmatic, technical, and budgetary data for the FO activities and
    overall office program management; organize data for use in briefings, publications, reports, and
    decision making.
  • Support the formulation, implementation tracking and follow up actions for Office-wide program
    processes (HIP/OP reviews; portfolio reviews; budget reviews; program progress tracking and
    reporting; congressional reports; and other Office and Agency exercises).
  • Coordinate oversight, management, and maintenance of the FO program and project files.
  • Assist FO and various technical staff in the preparation of program documents and
    correspondence such as project authorization documents, action memos, and waivers, ensuring
    that all documentation is complete and in compliance with USAID rules, regulations, and standards.


Quantitative Data & Analytics
:

  • Perform routine and ad hoc data collection exercises and analysis of data as needed, with tight turnaround times.
  • Identify discrepancies in data collection and assist with resolving any contradictory data.
  • Assist with the development of team presentations including synthesized analysis products using Excel, Google sheets, Panorama and/or other statistical software.
  • Research, plan, analyze, and organize technical and/or statistical information, and develop data for use in briefings, publications, and reports.
  • Draft clear and succinct written summaries and/or Google or PowerPoint slide decks to help
    visualize data.


Communications/ Knowledge Management
:

  • Support FO communications to the field as needed.
  • Assist Communications and technical teams in development of technical updates and other
    technical/policy communication to the field including documents, presentations tools, report
    templates, trackers, and best practice documents, as needed.
  • Develop talking points, information briefs (e.g., one-pagers), and presentation materials as
  • Schedule and manage relevant webinars with the Field to disseminate updates.
  • Manage FO and/or division documents within Google drive, internal website, and listservs.
  • Respond to Mission requests and help coordinate field requests for TA between the FO and
    divisions and provide support, as appropriate. Follow up to ensure completion of requests.
  • Participate in cross-agency and interagency forums related to the work of the MCHN office.
  • Other duties as assigned.
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications:
  • Bachelor’s degree with 1 years of relevant experience, Associate’s degree and 3 years of relevant experience, or High School graduate and 5 years of relevant experience.
Other Qualifications:
  • A demonstrated interest in international development in general and global health and/or
    maternal/child health programs is desirable.
  • Strong organizational skills.
  • Experience in project administration and management procedures preferred.
  • Some knowledge of USAID rules, regulations and capacity building concepts is a plus.
  • Strong oral, written communication, and comprehension skills.
  • Ability to handle multi-tasking well.
  • Excellent interpersonal skills.
  • Ability to effectively present information and respond to questions from team members,
    managers, and others.
  • Strong quantitative and analysis skills.
  • Proficiency in Microsoft Office (Word, PowerPoint, Excel).
  • Ability to apply common sense understanding to carry out instructions furnished in written,
    oral, or diagram form.
  • US citizen or US permanent resident with the ability to obtain and maintain facility clearance.
