Learning and Development Specialist

Overview:
LMI is seeking a skilled Learning and Development Specialist to manage the training course implementation process which includes identifying organizational training needs, recommend best value courses, and coordinate course implementation. This is an on-site position; however, the client has been operating in a hybrid/teleworking environment and may in future return to on-site operations one day or more per week based on program requirements. This position requires the ability to travel to client site in the DC metro area at times. This position requires the ability to pass a Public Trust security check; you must be a U.S. citizen.

Responsibilities:
  • Translating client requirements into vendor selection criteria, desired course learning objectives, and preferred course delivery method for core skills training.
  • Researching, comparing, and recommending best value training vendors offering courses on select training topics.
  • Researching and reviewing internal or vendor training materials to ensure the lessons and content are clear and applicable to client goals and objectives.
  • Reviewing course content and materials to ensure they are applicable and support the organizational values, mission, and culture.
  • Coordinating the production of course handouts, instructional materials, aids and manuals.
  • Building annual training programs and implementation plans.
  • Developing creative communication strategies to build interest is training course participation.
  • Overseeing the administrative process for course implementation which includes developing emails, monitoring and tracking course registrants and waitlist, scheduling course and facilities, coordinating logistics and course materials.
  • Works closely with the course facilitator and course registrants to ensure all parties are prepared for the course.
  • Developing and analyzing training course evaluations and providing lessons learned and recommendations for continuous improvement.
  • Evaluating ongoing programs to ensure that they reflect any changes.
  • Providing strategic advice and guidance to the client on how to continuously improve learning and development programs.
  • Developing reports that are data-driven which includes findings and recommendations on how to improve processes and programs.
  • Continuously looking for opportunities to provide additional support to the client and identifying opportunities to expand business.
Qualifications:
MINIMUM QUALIFICATIONS:
  • Minimum of 8 years of experience providing management consulting and training and development support to Federal agencies.
  • Bachelor’s degree required, and training in OD/CM, psychology or coaching preferred.
  • Ability to pass a Public trust security check.
  • Must have experience designing and implementing training programs.
  • Must be able to develop and deliver executive level presentations.
  • Must be a strong written and verbal communicator who is able to translate technical or complex issues into easy-to-understand terms.
  • Must be extremely detail-oriented with strong critical thinking skills.
  • Must have good facilitation and collaboration skills.
  • Must be able to multi-task, being able to juggle many different types of tasks at one time.
  • Must have strong organization and time management skills to thrive in an environment with short deadlines.
  • Must be adaptable and have good interpersonal skills with the ability to build relationships and interface with government clients with varying personalities and work styles.
  • Experience working with tool such as WebEx, SharePoint, and MS Office Suite
DESIRED EXPERIENCE/SKILLS:
  • Masters Degree or higher
  • Experience consulting in a federal agency within Health and Human Services (HHS) (e.g., NIH, FDA).
  • Federal consulting experience, in general
