The Legislative and Public Policy Analyst is responsible for tracking, communicating, and coordinating action on legislation that affects the Office of Clerk and Recorder. This position reviews and analyzes data, policy literature, laws, and regulations to make informed public policy recommendations and identify opportunities for affecting policy change in support of all Divisions of the Office of Clerk and Recorder. This position requires advanced analytical, negotiation, organizational and communication skills.
Generally, the hiring range is $62,853-$78,566 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
- Monitors, tracks, and reviews relevant bills in the legislative process; includes monitoring legislative and committee hearings online, by telephone, and possibly in person.

Evaluates, analyzes, synthesizes and reviews information related to state legislative activities and bills to determine possible effects in the Office of Clerk and Recorder; may include fiscal impact, operational impact, and comparative analysis of other jurisdictions with existing legislation.

Coordinates with the Clerk and Recorder as well as the Elections, Motor Vehicle, and Recording Division Deputies to discuss and review pertinent bills.

Compiles data obtained from constituents, hearings, legislative materials, and research to provide the Clerk and Recorder with information for use in testimony on proposed legislation or to provide to constituents.

Advises and collaborates with the Clerk and Recorder and serves as a liaison to leadership from all Divisions on suggested changes to existing legislation and state rules; manages the analysis and drafting or refinement of legislation, regulations, or rules.

Assists the Clerk and Recorder in developing and advising on the Office’s policy agenda.

Guides and assists the Clerk and Recorder and leadership from all Divisions in the planning and implementation of new legislation as well as tracking impacts of newly implemented legislation.

Executes complex administrative, project management, data analysis and legislative support duties.

Exhibits clear and concise professional and technical writing and communication skills. Organizes and writes required documents per established organizational guidelines.
OTHER DUTIES:

May represent the Office of Clerk and Recorder at various governmental and community functions and on relevant working groups across County and State.

Keeps Office leadership advised of legislative developments and bills of interest.

Assists the public as necessary.

Performs other duties as assigned.
SUPERVISION RECEIVED: Works under the supervision of the Clerk and Recorder and interacts regularly with Division Deputies. Must be able to work independently with minimal supervision; represent the Office, Clerk, and Chief Deputy as assigned; and understand when situations should be advanced to a higher level of authority.
SUPERVISORY RESPONSIBILITIES: None.
INDEPENDENT JUDGMENT: Employee must be able to use individual judgment and problem-solving skills to accomplish goals and achieve desired results. Works on assignments that are complex in nature where judgment is required in resolving problems and making routine recommendations. Ability to prioritize tasks effectively in a fast-paced environment with shifting demands.
MINIMUM QUALIFICATIONS:
EDUCATION and/or EXPERIENCE:
- Bachelor’s degree in Public Administration, Public Policy, Political Science, or similar field required; Master’s degree preferred.
- A minimum of 2 years of related experience required, 3 years preferred.
- A combination of education and experience may be considered.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge:

Experienced in the translation of complex information into engaging and concise content targeted toward specific audiences.

Understanding of county-related issues at the federal, state, and local level.

Working knowledge of public administration and public policy analysis.

Knowledge of political processes in Colorado State and County government.

Previous legislative and public sector or public sector-related experience preferred.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:
- Must possess a valid Colorado Driver’s License within 90 days of hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
- US citizenship required.

Sworn as an agent of the Douglas County Clerk and Recorder’s Office to discharge duties conveyed by CRS 1-1-110; registered to vote in Colorado.
WORK ENVIRONMENT:
Physical Work Environment: Work is generally performed in an office environment. Extended work hours may be required to include evenings, weekends, and holidays. May require travel to other locations during the course and scope of duties; May require overnight stay for work-related conferences.
Physical Demands: While performing the duties of this job, the employee is regularly required to stand, walk, sit, talk, hear, and drive. Ability to use standard office equipment such as computer, phone, copy machine, etc.
Material and Equipment Directly Used: Computer, laptop, desk phone, smartphone, and similar devices. May use audio-visual equipment. May operate a county vehicle.
