Pay Range

$206,490 - $318,216 Annually

$206,490 - $265,188 Annually for the SEL.4 level

$247,800 - $318,216 Annually for the SEL.5 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for an Associate Program Leader (APL) for Cyber Systems and Infrastructure Assessments to lead a dynamic, multidisciplinary team of intelligence analysts and technical experts conducting all source analysis in support of national security interests. As part of the Science and Technology Assessments (STA) Program’s management team, you will have execution responsibility for a diverse portfolio of scientific and technical intelligence activities that supports multiple stakeholders across the Intelligence Community and national security enterprise. This position is in the Global Security (GS) Principal Directorate’s Z Program and programmatically reports to the STA Program Leader.

This position will be filled at either the SEL.4 or SEL.5 level depending on your qualifications.  Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level. 

In this role you will

  • Lead the program's research agenda, including producing highly technical, finished intelligence analysis, reports, and briefings. Develop and implement an integrated strategy for research and production, consistent with overall programmatic objectives.
  • Lead, manage, and coordinate Principal Investigators (PIs) and all-source intelligence analytic projects across the cyber systems and infrastructure assessments mission space, ensuring that projects are conducted to the highest standards of technical and analytical quality and fiscal management, and meet all Laboratory safety and security requirements.
  • Develop and track project execution plans for the program’s assigned analytic projects, including allocation and monitoring of available resources, personnel, and budgets.
  • Conduct independent research on sensitive, politically significant national security topics, with a focus on cyber, critical infrastructure, and advanced energy technologies.
  • Write reports and present analytic findings that adhere to intelligence community analytic standards in support of sponsor and stakeholder objectives.
  • Serve as the point of contact for relevant technical and policy areas associated with the program’s mission areas and sponsors as defined by the STA Program Leader. Represent the program with sponsors and other U.S. Government (USG) organizations, traveling, as necessary.
  • Build, maintain, and enhance relationships with sponsors, customers, and stakeholders to ensure exquisite execution of projects and satisfaction of commitments while developing new program opportunities.
  • Recruit staff in collaboration with counterparts, management, and matrix organizations to support the mission area and assist the STA Program Leader and Mission Managers to balance resources with other laboratory mission areas.
  • Maintain and ensure appropriate quality standards of complex projects, program deliverables, and research and development activities including reviewing, coordinating, and approving publications and presentations.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.5 level

  • Develop innovative concepts and provide expert leadership, technical vision, and strategic planning for both analytic and scientific research and development activities.
  • Ensure project execution meets and exceeds customer expectations, as well as identify new opportunities, goals, and application areas by leading the development of proposals and engaging with senior stakeholders and program management personnel.
  • Develop and implement new innovative analytical capabilities within the program and apply them against an expanding portfolio. Influence strategic decisions made by senior management and external customers at the national level.

Qualifications

  • This position requires an active DOE Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire and must have the ability to obtain and maintain SCI access.
  • Master’s Degree in a relevant scientific or engineering discipline, political science, international relations, or the equivalent combination of education and significant related experience and demonstrated ability to lead the application and development of analytic principles, theories, and concepts in a creative and innovative fashion.
  • Subject matter expert knowledge and significant experience working within or with the Intelligence Community (IC) and with scientific and technological issues associated with national security, to include energy, cyber, critical infrastructure, and other advanced technology issues.
  • Substantial experience managing, leading, and supervising multidisciplinary projects and teams and delivering analytic support to external programmatic sponsors.
  • Expert knowledge of Intelligence Community (IC) requirements, standards, and practices, including Sensitive Compartmented Information (SCI) security marking, intelligence oversight and compliance, and related security practices.
  • Substantial experience working in a classified environment with highly complex, multi-agency security requirements and with both classified and unclassified subject matter.
  • Substantial experience with programs and projects for national security mission applications and understanding of national security mission requirements and related issues.
  • Significant knowledge of all source intelligence analysis and tradecraft with a demonstrated track record of authoring and contributing to intelligence community and/or national security publications.
  • Expert verbal and written communication skills necessary to effectively present, explain, and advise senior management and external sponsors and customers, including preparing and presenting proposals and analytic reports.
  • Ability and willingness to travel in support of the program.

Additional qualifications, at the SEL.5 level

  • Ph.D. in a relevant scientific or engineering discipline, political science, international relations, or the equivalent combination of education and significant related experience.
  • Expert knowledge of and extensive experience leading and developing positions on, and performing assessments and analyses related to the national security aspects of energy, cyber, critical infrastructure, and other advanced technology issues.
  • Technical knowledge of advancements and emerging technologies related to energy, cyber, and infrastructure systems that have global impact and the ability to champion, lead, and develop innovative principles, theories, and concepts.

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.  Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret Clearance.

Per the Department of Energy (DOE), Lawrence Livermore National Laboratory must meet certain restrictions with the use and/or possession of mobile devices in Limited Areas. Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
