Background
This position is located in the Office of Scientific Resources (OSR), Office of Research Services (ORS), Office of the Director (OD), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).
The Office of Research Services (ORS) provides a comprehensive portfolio of services to support the biomedical research mission of the NIH. Within ORS, the OSR provides administrative oversight and direction for Scientific Resources (SR) divisions that focus on research services for NIH’s intramural researchers. These include laboratory and radiation safety services, veterinary services, the NIH Library, and data analytics.
The purpose/objective is to hire a Management Analyst (contractor) who will assist in planning and coordinating collaborative efforts across the divisions comprising the Scientific Resources Cluster as well as trans-NIH projects. These collaborative projects include (but are not limited to) planning outreach activities, maintaining performance metrics and studying opportunities to improve the effectiveness of services provided by the SR divisions. This position is located on the NIH Main Campus in Bethesda, Maryland.

TASKS/SERVICES. The contractor shall:
· Prepare a variety of comprehensive status reports, management summaries, presentations and briefing papers which identify problems, assess the overall condition of work completed or in progress, and outlines issues, solutions, and recommendations.
· Analyze and evaluate a variety of management aspects, including but not limited to work methods, administrative guidelines, procedures, utilization of human resources, management controls, and information and documentation systems.
· Provide findings and recommendations for more efficient, effective, and economical ways to accomplish workload and project objectives.
· Participate in planning sessions and contribute management-oriented expertise in discussions of innovative ways and means of carrying out assigned programs.
· Develop organizational charts, contact lists, milestone charts, budgets for work modules, schedules, and other information to facilitate monitoring and carrying out key projects.
· Identify and propose solutions to management challenges characterized by their breadth, importance, and severity, and for which previous studies and established management techniques were frequently inadequate.
· Successfully complete all required trainings for administrative tasks and assignments.
· Keep current on NIH operational policies and procedures.
· Other administrative duties on behalf of the Associate Director of Scientific Resources (ADSR), as assigned.
DELIVERABLES. Upon request, the contractor shall provide documentation of any and/or all work product, including, but not limited to, the following tasks:
CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED. The contractor must have the following skills and abilities:
· Either bachelor’s or master’s degree.
· Strong research, data collection, and project management skills.
· Strong qualitative and quantitative analytical skills.
· Outstanding attention to detail. Ability to proofread and edit with a laser-focused eye for accuracy and quality.
· Excellent interpersonal and communication (oral and written) skills. Strong writing, creative problem-solving, and critical thinking skills.
· Strong time-management and organizational skills to coordinate multiple projects at once.
· Ability to work collaboratively in a team environment with people at all levels in an organization.
