Job Description
We have a manager opening to lead the Professional Services Team within Acquisition Services - this is the team primarily focused on R&D services for the lab. The Subcontract Administrator directs and oversees the subcontracts and services necessary to fulfill the mission of the lab through their lifecycle. The Subcontract Administrator serves as the liaison between the NREL ‘Customer’ (i.e. the end user of the good/service), NREL Legal, NREL Finance, offerors and subcontractors.
What to Expect:
  • Provide leadership and supervisory oversight to assigned staff of specialized contract professionals, optimizing staff expertise and capability to deliver on organizational objectives.
  • Promote and cultivate organizational culture with a focus on customer service and functional excellence.
  • In partnership with the customer, develop acquisition strategies to ensure goods and services are acquired in a timely and cost efficient manner.
  • Develop strategic partnerships with key vendors for cost and service advantage through negotiating favorable pricing and contract terms and conditions.
  • Foster the development of performance improvement initiatives to consistently improve the level of service and capture operational savings.
  • Perform risk management for supply contracts, agreements, and purchase orders.
  • Evangelize and promote Acquisition Services capabilities/strategies across the lab. Develop and maintain relationships with stakeholders at all levels.
  • Prepare, conduct, and oversee best value, competitive and sole source solicitations.
  • Perform and draft cost/price analyses and decision support documentation. Negotiate, administer, and close-out subcontracts and purchase orders with a diverse portfolio of business concerns/entities.
  • Manage a team of subcontract administrators to include hiring, training, performance management, workload management, development planning, and reporting of human resources related issues to the appropriate NREL position.
  • Works closesly with the Procurement Support Group to identify strategic projects and opportunities to improve efficencies and staff workload.
  • Supports and participates in Diversity, Equity, and Inclusion (DEI) activities by seeking first to understand through active listening, soliciting feedback, valuing, and incorporating diverse perspectives, into the work and team environment.
  • Performs other duties as assigned.

Basic Qualifications
For a Group Manager I-
Bachelor’s Degree and 5-years’ experience in supply chain management or acquisition services or similar; Or, Master’s Degree and 3-years’ experience in supply chain management or acquisition services or similar; Or, PhD in tsupply chain management or acquisition services or similar.

For a Group Manager II-
Bachelor’s Degree and 9-years’ experience in supply chain management or acquisition services or similar; Or, Master’s Degree and 7-years’ experience in supply chain management or acquisition services or similar; Or, PhD and 4-years’ experience in supply chain management or acquisition services or similar.
  • Must meet educational requirements prior to employment start date.
Additional Required Qualifications
  • Experience working closely with Oracle Enterprise Business Systems and Oracle Procurement Cloud.
  • Experience utilizing Government Wide Acquisition Contracts (GWACs) and their required systems.
  • Experience with complex R&D and construction subcontracts.
  • Demonstrated knowledge of legal and ethical management issues and practices.
  • In-depth knowledge of the issues and best practices in their respective field of contracting.
  • Generally viewed as subject matter expert for group or work units.
  • Excellent organization, project management, budgeting, interpersonal and communication skills.
  • Proven problem-solving and negotiation skills.
  • Demonstrated ability to make appropriate decisions regarding work activities and projects.
  • Demonstrated ability to effectively lead and direct personnel with diverse skills, work styles and values.
  • Previous supervisory experience may be required.
  • Certification and/or degree in specified field is required.
  • Knowledge of legal and ethical management issues and practices.
  • Strong understanding of applicable field of expertise.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Manager I / Annual Salary Range: $93,100 - $167,600
Job Profile: Manager II / Annual Salary Range: $111,600 - $200,900
NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
