This position will lead the procurement specialist team to drive savings, cost containment, and cost avoidance with 3rd party services consumed by the organization and 3rd party resold services. This position will be responsible for analyses of 3rd party spend, ensuring alignment with PSCU’s strategic roadmap, identifying opportunities, and proposing recommendations to optimize 3rd party spending to senior management. Additionally, the Procurement Manager will recommend new policies and changes to existing policies to drive desired behavior across the enterprise as it pertains to 3rd party spend.
Role Responsibilities
  • Lead the procurement department responsible for RFP and negotiation activity across the organization.
  • Provide executive reporting on 3rd party saving opportunities across the enterprise.
  • Develop and publish a procurement pipeline report listing opportunities planned and projected savings/cost avoidances.
  • Develop and implement policies and standard procedures to optimize procurement behavior.
  • Lead contract and bid documents, ensuring appropriate approvals are obtained throughout the process.
  • Lead negotiations with strategic partners to ensure each contract meets business needs.
  • Follow PSCU’s strategic roadmap across the organization as it relates to 3rd party usage.
  • Participate in executive decisions such as on-boarding, off-boarding, and growth opportunities, regarding strategic partners.
  • Ensure that all procurement complies with government regulations, contractual terms (if applicable), company policies, and procedures.
  • Perform other duties as assigned.
Supervisory Responsibilities
  • Provide direction and leadership to staff; guide, coach, mentor and develop staff ensuring compliance with processes and procedures
  • Handle interviewing, hiring, promotions, transfers, performance appraisals, compensation, counseling, and termination of staff
  • Develop and maintain staff by applying the necessary training and leadership that will allow internal growth and advancement
  • Direct staff, to ensure that all duties are performed according to department performance standards
Role Requirements
Education
  • Bachelor’s Degree in Business or related field required.
  • MBA Preferred.
Experience
  • Ten (10) years of vendor or contract management experience required.
  • Ten (10) years of relevant contract negotiation experience required.
  • Three (3) years of people management experience required.
    People management experience in a procurement department preferred.
  • Five (5) years of experience with executive interaction on procurement initiatives preferred.
Knowledge, Skills, & Abilities

  • Strong knowledge of and experience with Vendor Management Programs; ability to create, define, and implement policy and standard procedures
  • Ability to exercise discretion and independent judgment in making decisions and interact effectively and positively with all levels of management, staff, and vendors
  • Strong knowledge of and experience with legal agreements including interpretation and understanding of contract provisions, contract structure, and contract documentation
  • Strong communication skills to articulate company goals and initiatives to strategic partners and influence collaboration
  • Strong financial, analytical, business case development, and modeling skills
  • Strong problem-solving, negotiation, and organization skills
  • Minimal travel may be required.

Pay Equity
PSCU is committed to pay equity and a competitive benefits package. The hiring amount for this position based on relevant experience and internal equity; the pay range is:
$95,500.00
to
$162,300.00
  • Note: The amount shown is based on full time annual salary and would be prorated based on role.
In addition this position is eligible for an incentive plan, based on performance.
