The Marine Terminal Advisor provides expertise in the operations, continuous improvement and compliance of Phillips 66 marine terminals. Provides direction to terminal management to develop and maintain consistently safe marine facility operating procedures. Manages the Marine Advisor program for assigned marine terminals. Complement existing services of the Global Logistics Assurance team by providing operational & technical support related to marine and terminal assurance, vessel fit and terminal clearance and HSE matters. Actively participates in the P66 Incident Management process.
Responsibilities May Include:
Provide marine technical and operational expertise to assigned Marine Terminal facilities particularly in relation to:
+ Waterway management.
+ Ship to shore interface.
+ Berth operating envelope and environmental limits.
+ Providing terminal management with recommendations concerning adoptions of mitigating measures when marine risks are identified.
Manage Marine Advisor Program for the assigned region by training, dispatching, invoicing, and actively resolving issues reported by the marine advisors. Review reports and measure improvements made by the program.
Develop and maintain relationships with the P66 marine terminals that are assigned to your area.
Establish processes and provide guidance for vessel fit and terminal clearance review with assigned terminals in accordance with the Marine Vetting Standard.
Be a champion for the promotion of safe and environmentally friendly operations at marine terminals.
Actively participate in local and regional industry forums regarding port operation, water course and regulatory issues relating to marine installations.
Support other Global Logistics teams and the Marine Terminal Network of Excellence.
Required Qualifications:
Legally authorized to work in the job posting country
High school diploma or GED equivalent
10 or more years of Marine Terminal Operations or Management experience, or equivalent marine logistics operations or management experience
Willing and able to travel extensively to the local ports and terminals between 30% to 40%
Extensive knowledge of 33 CFR 154 & 156
Preferred Qualifications:
Bachelor’s Degree from a Maritime Institution
Senior Officer with tank vessel experience as Master, Chief Officer
SIRE inspection or TMSA Auditor training/certification and experience
Extensive experience including work with marine terminal operations, port operations and industry best practices
10 or more years of extensive experience of marine terminal audits including USCG, EPA, and State Land Offices
In depth familiarity with marine terminal operations and ship to shore interface
Working knowledge of international marine standards such as OCIMF and IMO
