The Project Manager for Operations Training will be an integral member of the Operations Training team and will manage a variety of projects focused on modernizing the MBTA Operations training curriculum. The Project Manager will develop and manage project lifecycles from planning phase, through design and delivery phases. The Project Manager will coordinate internal and external curriculum... development teams, develop, and manage project prioritization frameworks within a multi-year program. The Project Manager shall maintain a core focus on safety, as well as quality control and protecting the interests of MBTA.• Manage assigned Operations training programs and projects in accordance with the following MBTA Manuals, policies, agreements, and procedures as may be amended from time to time, or program specific delivery protocols and procedures.
• Ensure adherence to standard training development processes and manage milestones approves and gate checks for each workstream.
• Prepare and deliver project management summaries for key stakeholders including internal and external reporting requirements.
• Assist in the development of project scopes, budgets, and schedules as part of the planning process.
• Assist in the procurement of consultants and contractors, as required.
• Negotiate project assignments, task orders, amendments, change orders and use of contingency and make recommendations for approval.
• Review and analyze monthly payment and schedule submissions from consultants and contractors.
• Coordinate and participate in monthly Training project prioritization meetings.
• Coordinate project tasks with other MBTA Department personnel, including contract administration staff and field staff and other project coordinators, as required.
• Resolve any conflicts that may occur throughout the life of the project.
• Manage on-call emergency repair contracts and other construction contracts, ensuring compliance with construction plans and specifications, as required.
• Assist in proactively identifying and resolving potential field issues.
• Organize and prioritize workload, be pro-active in identifying project needs/requirements.
• Prepare project related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, Database and PowerPoint.
• Work independently in addressing complex tasks in a time-sensitive environment.
• Follow up on actions required for task and project completion while seeking guidance, as necessary.
• Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
• Drive a company or personal vehicle to visit work sites and/or attend off-site meetings.
• Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Antiharassment and Antiretaliation policies.

• Have the ability to work any and all shifts and/or locations assigned or directed.
• Assume the duties of the Director of Administration and Business Processes.
A bachelor's degree from an accredited institution.
Minimum Experience and Required Skills
• Five (5) years of experience in the management of multiple projects.
• One (1) year leadership experience managing and supervising staff and consultants.
• Strong project controls knowledge and ability to accurately evaluate consultant and contractor cost and schedule submissions.
• Excellent organizational, analytical, confidentiality, multi-tasking, time management and interpersonal skills.
• Excellent troubleshooting and problem-solving skills.
• The ability to communicate with technical and non-technical members of staff.
• Organized and detail oriented with strong written and verbal communication skills including, public speaking, teaching/training, and reading comprehension.
• Ability to develop and communicate risk assessments.
• Strong understanding of the contractual terms with service providers.
• Ability to make sound decisions in high pressure situations.
• Working knowledge of Microsoft Word, Excel, Database and PowerPoint applications.
• The ability to effectively communicate with customers, employees, and vendors.
• Customer focused with excellent customer service and conflict resolution skills.
• Proven track record of collaboration, transparency, and problem-solving skills.
• Must be able to work independently.
• Possess leadership skills and exhibit integrity while being a team player.
• Flexibility to modify scheduling and assignments based on agency requirements.
• Acute attention to detail, ensuring accuracy and quality in all deliverables while maintaining scope, schedule, and budget.
• Must possess a valid driver's license.
• The ability to supervise and work effectively with a diverse workforce.
• Basic understanding of safe working principles.
Preferred Experience and Skills
• Experience with training or process improvement initiatives a plus.
• Experience with operations along the MBTA
• Experience managing multiple projects with a construction cost of $1 million or over.
• Familiarity with FTA, FRA, MBTA rules and regulation regarding railroad equipment and passenger train safety standards, as well as FRA track safety standards
Substitutions
• A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
• An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
• A master's degree in a related subject may substitute for two (2) years of general experience.
• A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
